You will be responsible for leading a team of Project Managers who oversee and perform project planning, technical analysis, design and permit reviews, consulting engineering and survey contract management, public relations, and construction management of municipal infrastructure projects. Typical projects include roadway improvements, streetscapes, Riverwalk improvements, bicycle and pedestrian facilities, drainage improvements, parks, and buildings.
Compensation & Benefits
The hiring range for this position is $76,298.04 - $99,211.32 annually and is dependent on the selected candidate's qualifications and experience. The maximum salary for this position’s pay range is $122,098.08. A comprehensive benefits package includes participation in the Local Government Employees Retirement System and an automatic 4.5% contribution to a deferred compensation plan.

Experience
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Five years of increasingly responsible experience in civil engineering, construction management, project management or related field.
Training
Equivalent to a bachelor’s degree in project management, construction management, civil engineering, or a related field.
LICENSING & CERTIFICATIONS
Required
Possession of an appropriate, valid driver’s license. Possession of a Project Management Professional (PMP), Professional Engineer (PE), Certified Construction Manager (CCM), or Engineer in Training (EIT). Candidates without the possession of above-mentioned certifications may supplement this requirement with an additional two (2) years of related experience in lieu of certification OR a Master’s degree in a related field.
PHYSICAL DEMANDS: Exerting up to 10 lbs. occasionally or negligible weights frequently; sitting most of the time.
WORKING CONDITIONS: This position generally works in an office setting.

Typical Tasks
Manage a team of Project Managers through the following typical duties:
- Oversee the planning, scheduling, and review of project management personnel assignments;
- Implement and refine processes for project management;
- Monitor performance, provide coaching and oversee professional development of Project Managers;
- Conduct hiring, performance reviews, and other personnel actions.
- Manage the planning, engineering design, permitting, funding and construction of complex municipal infrastructure projects.
- Coordinates with and advises senior management, other City departments, county, state and federal agencies, engineers, architects, developers, attorneys, private citizens, and contractors regarding engineering work;
- Approval and accountability for fiscal management of multiple capital projects, including overseeing contract and change order negotiation by Project Managers;
- Preparing and presenting City Council agenda items.

Retirement
- NC Local Government Retirement System - All benefits eligible employees make a mandatory 6% contribution every pay period.
- Deferred Compensation – The city contributes an amount equal to 4.5% of the annual salary to a 401(k) plan regardless of employee contribution. Employees may choose to contribute additional money to the 401(k) or 457 deferred compensation plans, without a match from the City, within the IRS guidelines.
- Sick Leave - 12 days accrued each year
- Annual Leave - Accrual based on years of service and classification. Employees can earn from 10 to 24 days each year.
