Position Description
Typical Tasks
- Assists members of the public with permitting and code compliance issues by responding to questions and inquiries and providing information regarding relevant codes and ordinances.
- Identifies or responds to complaints regarding Land Development Code (LDC) violations and issues enforcement notices and orders to persons, firms, or corporations violating the terms of the LDC. Works with the violators to correct violations and prepares evidence and documentation of persistent zoning violations. Provides testimony in administrative appeal hearings and court proceedings on zoning matters.
- Issues zoning permits, sign permits, and certificates of zoning compliance, including issuance of zoning approval for building permits issued by New Hanover County for projects within the city limits. Includes meeting with citizens, answering questions about City requirements, reviewing permit applications, signing off on projects, and checking for zoning compliance.
- Files all zoning permits and certificates of compliance, and maintains other related documentation in such a manner that the records are open to public inspection.
- Conducts preconstruction meetings. Includes coordinating time of meeting with participants, meeting participants at construction sites, facilitating discussion about City requirements, and providing final City sign off on construction permit application allowing construction to begin.
- Assists customers with information about City codes, assists project managers to field verify compliance with approved site and landscape plans and signs off on permit applications for zoning compliance.
- Provides notice of upcoming hearings through posting of signs on the property that is the subject of the public hearing.
- In addition to the above duties, the Zoning Compliance Officer II also provides technical support in floodplain management to other staff.
- Performs other related duties as assigned.
Qualifications
Education and Related Experience. Associates degree or higher in planning, business administration, public administration, law enforcement, construction management, or a related field of study and three years of experience in code enforcement, planning, building inspection, construction management, or a closely related field or an equivalent combination of education and experience. Must have at least one year of experience in floodplain management.
Knowledge
Well-developed knowledge of:
- Codes and ordinances related to construction and property development
- Principles and practices of zoning and code enforcement
- Floodplain administration and management, including familiarity with National Flood Insurance Program (NFIP) requirements;
- Effective oral communication and interpersonal skills to explain rules and procedures clearly to the public
- Interpersonal skills to develop good working relationships with staff, officials and stakeholders.
- Awareness of others’ reactions and understanding why they react as they do to effectively convey information in conversations with challenging customer interactions.
- Ability to conduct field inspections during inclement weather, within confined spaces, in areas that may be unhygienic or infested with vermin
- Ability to work independently or on a team
- Creative problem-solving skills to gather relevant information to solve practical problems and address citizen inquiries and concerns
- Ability to review plans and apply provisions of the ordinances and design standards to determine compliance with such regulations and to apply regulations to field conditions
- Ability to work on several projects or issues simultaneously
- Ability to attend to details while keeping big-picture goals in mind
- NC State Class C Drivers License within 60 days of hire
- Certified Zoning Official (North Carolina) or ability to obtain within 3 years
- Certified Floodplain Manager (ASPFM) or ability to obtain within three years
