What are the responsibilities and job description for the Division Engineer position at City of Wilmington?
The purpose of this position is to manage the design, development, and implementation of capital works projects and to maintain the City infrastructure. This is accomplished by managing staff, supervising the design of projects, managing the budget, identifying projects and process improvements, directing the work of professional land surveyors, and determining capital project right of way and easement property acquisition requirements. Other duties include reviewing engineering plans, authoring technical specifications, and providing engineering recommendations to City departments.
Supervises staff by planning and supervising daily tasks and activities, establishing procedures and guidelines, evaluating assigned duties, prioritizing work, providing oversight on design and construction issues, directing computer-aided design standards and workflows, coaching for technical decisions and performance improvement and recommending personnel actions.
Performs and directs professional civil engineering design by identifying project needs and scope, coordinating project concepts with City departments, preparing cost estimates, establishing and monitoring design schedules, creating certified engineered drawings, reviewing and evaluating designs prepared by subordinate project engineers and consulting engineers , and approving designs.

Prepares and administers the annual division budget by forecasting revenues and expenditures, identifying staffing needs, developing strategic goals, presenting proposals for approval, authorizing payments and monitoring expenditures for recommended adjustments.
Identifies needs by performing engineering analysis or interpreting engineering reports, evaluating alternatives and determining courses of action, conducting value engineering, and presenting proposals.
Supervises capital project right of way and easement property acquisition requirements by establishing needs, directing land surveying work and the preparation of property maps, and providing technical assistance.
Education:
Bachelor's Degree
Experience:
Five (5) years of relevant experience.
Requirements:
Valid Class C driver's license.
Professional Engineering License.PHYSICAL DEMANDS:
Exerting up to 10 lbs. occasionally or negligible weights frequently; sitting most of the time.
WORKING CONDITIONS:
This position works primarily in an office environment.
