What are the responsibilities and job description for the Employee Relations & Development Manager position at City of Wilmington?
This position will manage the Employee Relations & Development division within the HR Department, which is responsible for onboarding, performance management, employee relations, and training. This position will implement talent management strategies, policies, and programs that align with the organization’s business goals and objectives. Other duties include supervising staff, presenting information to employees and City leaders, participating in city-wide teams and committees, coordinating special projects and teams, developing and delivering training, and ensuring compliance with various governing agencies and laws.
- Manage, mentor, and develop a team of HR professionals that assist the organization with retaining and developing the best talent at all levels of the organization.
- Build and maintain proactive partnerships with all City departments better understand their business, manage their staffing needs and issues, and offer ideas, solutions, and tools.
- Oversee onboarding processes and procedures to include planning and executing orientation programs/training, communicating with new employees, and gathering new employee paperwork and documentation.
- Manage the maintenance and execution of the performance management system, including standards of performance and performance evaluation instruments.
- Design, plan, coordinate, and participate in the development and delivery of mandatory and professional training courses and modify existing offerings to improve alignment with organizational and talent needs.
- Responsible for investigating and administering workplace complaints, grievances, policy violations, and performance issues and providing recommendations and consultation to all levels of leadership regarding corrective actions in accordance with applicable laws and City of Wilmington policies.
- Develop and monitor metrics and measures to ensure programs and processes meet the needs of the organization.
- Bachelor’s degree or higher in Public Administration, Business Administration or related field of study.
- At least five (5) years of increasingly progressive human resources experience, with a focus on employee relations and talent management.
- HR certification (SHRM-CP, SHRM-SCP, PHR or SPHR)
- Valid driver’s license

- Ability to read, summarize and/or compare general workplace data and graphics, such as flow charts, maps, tables, etc.
- Ability to conduct advanced research on organizational policies and procedures, best practices and innovative techniques.
- Ability to compile data into a technical report and share with direct supervisor or department director.
