What are the responsibilities and job description for the Payroll Specialist position at City of Wilmington?
- Review timecards for accuracy, FLSA compliance, timecard approval compliance, contacting departments for corrections, and making corrections to errors prior to processing. Maintain FLSA noncompliance spreadsheets. Review payroll timecards for missed punches, negative accruals, short lunch breaks, overall accuracy, etc. Manage unsigned timecards by notifying employees and supervisors and maintain tracking log of manually signed timecards. Reset annual School Leave accruals to ensure compliance with the policy.
- Reconcile insurance billings monthly; process administrative fee payments; maintain monthly health, dental, and vision accounts receivable adjustments; monitor claims payments for dental, vision, and medical insurances monthly; and submit Firemen's Pension quarterly reports to the State.
- Processes employee paperwork by updating employee information, processing loan information, updating tax withholding changes, maintaining files, and making changes as requested by employees. Serve as the first point of contact for payroll questions, concerns, and/or support for supervisors and employees. Complete child support information reports and return to agencies. Process wage verifications, sick bank enrollments, payroll adjustment forms, etc.
- Prepare and scan payroll documentation, such as ICMA loan schedules, IRS levy documents, garnishments, child support orders, W2s, etc. into TCM; coordinate with HR and IT staff to ensure no duplication of records
- Processes payroll for direct deposit by keying time changes for employees, entering direct deposit information, and performing duties in the absence of a Payroll Accountant. Assist employees with questions on the direct deposit portal including navigation, unlocking users, and password resets.
Required Qualifications
Education / Experience :
Associate's degree or higher in Accounting, Finance, Business Administration, Public Administration, or a closely related field and Three (3) years of full-time professional experience in payroll, accounting, financial analysis, or other positions requiring compilation, reconciliation, and analysis of detailed financial information.

High School Diploma and Five (5) years of full-time professional experience in payroll, accounting, financial analysis, or other positions requiring compilation, reconciliation, and analysis of detailed financial information.
- Valid Driver's License
- Must be Bondable
- Possession of Fundamental Payroll Certification (FPC) or ability to obtain within two years of hire.
