Transportation Demand Management (TDM) is a program of information, encouragement and incentives provided by local or regional organizations to educate community members on transportation options and to optimize all modes in the system. The goal of TDM is to counterbalance the incentives to drive that are so prevalent in subsidies of parking and roads. Traditional and innovative technology-based services are used to help individuals use transit, ridesharing, walking, biking, and telework.

Under general supervision, performs a variety of complex and responsible professional duties in the development and implementation of programs to encourage efficient use of transportation resources and options; serves as a multi-disciplinary team leader for large projects and program areas; develops collaborative relationships with community and nonprofit organizations; develops and implements education, marketing, and public information campaigns. Conducts research and interviews; compiles and analyzes data; develops program definitions, plans, and performance measures; and performs related duties as assigned.
This is a grant-funded, limited duration position reporting to the Grants & Programs Manager in the Transit department and does not exercise direct supervision over other staff members.
Incumbents perform professional project and program management responsibilities on complex studies, projects and assignments requiring a high level of skill in problem identification, policy development and interpretation, program development, analysis and frequent contacts with various groups with varying levels of authority. Incumbents may serve as a multi-disciplinary team leader for large projects and program areas and participate in the overall development and implementation of transportation demand management (TDM) program activities. This position will focus heavily on coordinating with schools and working with youth.
ESSENTIAL JOB FUNCTIONS- As a program coordinator, plans, schedules and directs programs, projects and processes; develops program goals and policies and implements projects to achieve those goals; coordinates programs and projects with other City departments, governmental agencies, special interest groups and the public.
- Develops, implements, and manages transportation demand management and safe routes to school projects, programs, and assignments.
- Performs special studies, surveys and reports as assigned to gather and analyze information relative to program area of assignment; presents findings and conclusions regarding trends, costs, problem areas, and special conditions encountered.
- Prepares work plans and develops methodologies for research and data collection projects and writes project proposals, descriptions, handbooks, program procedures, management reports, and business correspondence.
- Plans and conducts public involvement, outreach, and marketing campaigns to deliver chosen messages to the public and other target audiences for assigned programs and projects; organizes, develops, and implements public events and meetings; researches, develops, and writes informational and promotional materials such as news releases, fact sheets, flyers, brochures, visitor materials, newsletters, presentations, and speeches; and develops and coordinates distribution strategies. May act as spokesperson; gives public presentations and leads walking, biking, and transit tours.
- Reviews legislation and other developments pertaining to assigned programs, researches problematic issues and prepares recommendations; researches and reviews existing laws and regulations relating to air quality, sustainability, land use and transportation issues; researches funding opportunities.
- May represent the City on a variety of committees such as technical advisory committees, public outreach committees, transportation, air quality, bike, pedestrian, and other advisory committees.
- May instruct customers on how to travel safely and independently on SMART or nearby public transportation as appropriate.
- Coordinates, schedules, and attends community and neighborhood meetings related to assigned projects.
- Applies process improvement principles to assigned areas of responsibility.
- Organizes volunteers.

- Responds to questions and requests for information from public and interested professionals relating to transportation and air quality and environmental issues.
- Performs maintenance on web site pages; may provide technical assistance to other City staff on web site maintenance; manages program social media presence.
- Takes photographs and videos of events and projects, organizes and maintains photo archive.
- Assists SMART Options program as needed.
- Completes other tasks as assigned.

Physical Requirements: While performing this job, the employee is regularly required to sit for extended periods of time; will require walking and biking for short periods; may require occasional bending, stretching, reaching, twisting, kneeling, squatting, and extension of the arms; reach at and above shoulder level; generally inside work with occasional outside work with exposure to weather, odors, dust and pollen; lifting and/or carrying of light to moderate equipment/supplies; and hand and finger dexterity sufficient to operate computer keyboard for extended periods of time. Ability to travel to and function at scheduled external meetings and events as well as work variable hours on occasion (evenings and weekends). Able to lift up to20 pounds, drive a van, and handle event equipment.
Driving Requirements: Driving of personal and city-owned vehicles is necessary as many meetings and other job-related activities will be out of the SMART offices. Use of a personal vehicle is reimbursed in accordance with IRS mileage regulations. Proof of insurance of personal vehicles is required and must be maintained during employment. A valid Class C driver's license with a satisfactory driving record is a requirement of the position.
Cognitive Functions: The position incumbent works in a fast-paced office environment characterized by frequent deadlines, interruptions, and complex decision-making processes. Work is performed with minimal direction and supervision. Work routinely requires independent judgment. The incumbent must be capable of working effectively with coworkers and members of the public. Concentration and focus are required to complete detail-oriented tasks.
