Under general direction, the purpose of the position is to perform highly professional accounting work and provide executive level administrative support and direction involving the planning, coordination, and implementation of work in the Finance Department. Employees in this job classification perform in an assistant to executive capacity and are responsible for assisting the Finance Director with highly-technical governmental accounting, reporting, budgeting, and administration. Position is accountable for ensuring all work is performed according to generally accepted accounting principles, established procedures, departmental guidelines, laws, and regulatory requirements applicable to the work. Work involves preparing the Annual Comprehensive Financial Report and directing the annual external audit. Employee works with a high degree of independence and initiative, and confers with Finance Director on matters involving unusual administrative, fiscal, and other issues. Position is primarily focused on managing, coaching, and developing other people. Reports to the Finance Director.

Any combination of training and experience which would provide required knowledge, skills, and abilities are qualifying. A typical way to obtain the required qualifications would be:
Bachelor’s Degree in Accounting, Finance, or related field supplemented by a minimum of five (5) years progressively responsible accounting experience, preferably with a similar government agency, and preferably including at least one (1) to two (2) years experience within a lead/ supervisory capacity; CPA Certification, Masters Degree, and/or Certified Government Finance Officer (CGFO) designation preferred; or an equivalent combination of education, training, and experience.
The qualified candidate must demonstrate significant experience with municipal government budgeting regulations and procedures, thorough knowledge of the principles and practices of accounting, budgeting, financial reporting, internal control procedures and management principles as applied to municipal government. - Assists the Finance Director with all planning, coordinating, and implementing of department goals, objectives, policies and procedures, and with maintaining and strengthening the integrity of the City’s financial policies, procedures, and internal controls.
- Performs routine to highly complex accounting work according to generally accepted accounting principles, established procedures, departmental guidelines, laws, and regulatory requirements applicable to the work.
- Implement the City’s fiscal policies; recommends, creates, and expands a comprehensive set of financial management policies and procedures in the areas of accounting, budget, debt, economic resources, operations, investments, procurement, and customer billing services.
- Assures accounting control over the City’s automated financial records including payroll, collections, disbursements, accounts payable, accounts receivable, cash management, pension, debt management, grants, and fixed assets. Respond to questions about the City’s accounting applications.
- Directs utility billing activities and public services; ensures that customers receive accurate and timely bills and quality responses to related concerns and inquiries.
- Coordinates with the City Manager’s Office in grant reporting and disbursement activities; ensures that grant funds are properly accounted for, adhere to all requirements of the award, and reports to grantors are submitted complete and per grantor specification. Primarily responsible in managing FEMA grants.
- Assist in the preparation and review of Request for Proposals (RFPs) and financial data as requested.
- Supervises, trains, and evaluates accounting and utility billing/customer service personnel and ensures all departmental work is performed according to generally accepted accounting principles, established procedures, departmental guidelines, laws, and regulatory requirements applicable to the work. Departmental work includes but is not limited to budgeting, accounting, accounts receivable, accounts payable, financial reporting, treasury and debt management, fixed assets, grants management, purchasing, parking program management, utility billing, collection, and customer service.
- Coordinates, prepares, and directs activities related to the preparation and submission of the Annual Comprehensive Financial Report and plans and oversees the annual City audit; coordinates the preparation of complete and accurate records, schedules and analyses; administers the laws and regulations of all agencies.
- Conducts daily, weekly, and monthly audits of various revenues, funds, and departmental accounting records; performs special audits as assigned.
- Proposes revisions to codes and ordinances; calculates and prepares documentation regarding various activities; prepares weekly, monthly, quarterly, and annual reports. Assists in the preparation of the Annual Operating Budget and Five-Year Capital Improvement Plan.
- Assist in forecasting and programming of revenues, expenditures, capital requirements, debt service, and other financial programs; ensures all debt is properly accounted for and that all compliance requirements are met.
- Participates in capital financing programs for the development of financial plans and credit rating.
- Adheres to all City and public health and safety guidelines and protocols; performs job functions in a safe manner and reports all safety hazards per established policies and procedures.
- Maintains quality communication and interaction with all City personnel, representatives from external organizations, and the public to maintain good will toward the City and to project a positive City image.

- Maintains on-call work availability as assigned, to prepare for, respond to, or recover from a hurricane, tropical weather event, or other emergency to meet the City’s obligation to remain operational before, during, and after the event; duties assigned may or may not be typical of the job and are contingent upon the needs of the City and the residents because of the event.
- Oversees and participates in the development and administration of the Finance Department budget and approves departmental expenditures and implements budgetary adjustments as appropriate and necessary.
- Performs various administrative functions; e.g., prepares fiscal documentation, processes reports, maintains records and databases, updates and processes changes and budget amendments.
- Performs verification and reconciliation tasks for accounts, invoices, receipts, balances, etc. according to department procedures.
- Performs related work as directed.
