Under executive direction, the purpose of the position is to plan, direct, and administer the activities of the Public Services Department; e.g., water, sewer, recycling, drainage, garbage, streets, and various inspections. This position is responsible for performing the functions of the Emergency Management Coordinator. Employees in this classification perform at executive level and are responsible for directing and administering the planning, design, and construction activities of all utilities improvement and construction projects. Work includes preparing annual departmental budget, performing public relations functions, and administering various special projects. Employee is responsible for ensuring all work in the Public Services Department is performed in compliance with all applicable City, State, and Federal codes, standards, and regulatory requirements to ensure the safety and welfare of the general public within the City. Employee works with considerable independence; however confers with the City Manager in unusual matters.


Hiring Salary Range: $127,995.00 - $193,662.00 (Annually) 

Because it is difficult if not impossible to present a finite list of every possible function to be performed by employee, the City of Wilton Manors reserves the right in its sole and absolute discretion to modify and update this job description and to ask employee to perform tasks beyond the duties presented herein. In the event a change is necessary to update the essential functions of the job, the City will provide as much notice as practicable to the employee.

  • Plans, organizes, and implements departmental goals and objectives; coordinates and integrates all activities toward achievement of established goals and objectives; develops and implements departmental policies and procedures.
  • Develops, implements, and controls departmental budget; ensures all functions and programs under charge are performed within established budgetary parameters, to include performing cost control activities, monitoring revenues and expenditures, and ensuring sound fiscal control.
  • Directs and manages the preparation of specifications, designs, construction, and improvements for Public Services projects.
  • Ensures all phases of departmental activities and operational functions are planned, designed, and built according to all acceptable City, State, and Federal engineering codes, standards, and regulatory requirements applicable to the work.
  • Ensures all permitting approval is obtained for public utilities projects from the appropriate City, State, and Federal agencies.
  • Researches and prepares various special studies and reports as requested by City Manager; drafts and prepares various legal and financial reports.
  • Performs various administrative and executive duties; e.g., budget preparation, special rate studies, public relations functions, staff management, special projects.
  • Participates in various City Commission meetings, Planning Commissions, and other public meetings and hearings for the dissemination of information; prepares various presentations on special projects, research projects, and proposals.
  • Performs related duties as directed.

Any combination of training and experience which would provide required knowledge, skills, and abilities are qualifying. A typical way to obtain the required qualifications would be:  

Bachelor’s Degree in Civil Engineering or related field supplemented by five (5) to seven (7) years progressively responsible experience in engineering, to include two (2) to three (3) years experience in a supervisory/management capacity; or an equivalent combination of education, training, and experience.
