Description

CLASS TITLE: EMS Lieutenant

CHARACTERISTICS OF THE CLASS: This is primarily a teaching and training position, with other supervisory responsibilities included. It is the junior officer rank designated as company grade in the chain-of-command. Reports to shift commander or chief officer. Works specific shift. Must be Kentucky certified Paramedic.

EXAMPLES OF WORK:

  1. Primarily functions as a Paramedic, responding to requests for service as needed.
  2. Secondary responsibilities are to act as the Field Training Officer for assigned shift.
    • Duties include completing on shift orientation tasks for new employees as well as precepting of ride time students.
  3. Performs limited supervisory work, however may be asked to fill in for immediate Supervisor as needed.
  4. Is responsible for the cleanliness and maintenance of the station, apparatus, tools, and equipment assigned and maintains same in serviceable condition at all times.
  5. Is responsible for training and orientation of new employees and students as assigned by supervisor.
  6. Completes Field Training and Evaluation Program for new employees as needed.
  7. May be assigned certain personnel for remedial training.
  8. Assumes role of officer-in-charge until arrival of a superior WF/EMS officer.
  9. Helps ensure housekeeping and maintenance activities are accomplished at assigned station.
  10. Maintains discipline of assigned personnel.
  11. Spends considerable time training assigned personnel.
  12. Submits reports and records as required by a superior officer.
  13. Shall perform any other department related duties assigned by a superior officer.
  14. Submits reports and records to the Chief as required.
  15. Takes all orders and carries out all orders of Superior Officers consistent with the mission and purpose of the WF/EMS.
  16. Maintains EMT certification.
  17. Develops thorough knowledge of City street system and County road system.

SPECIAL KNOWLEDGE, SKILLS AND ABILITIES: Must demonstrate satisfactory written and oral communication skills and leadership Skills. Must be well versed in EMS procedures. Must demonstrate ability to organize training activities. Must be in sound physical condition. Must have ability to pursue necessary job related studies and training. Participates in Department’s Wellness and Fitness Program.

  1. The employee is expected to protect the privacy of all patient information in accordance with the City of Winchester’s Fire/EMS privacy policies, procedures, and practices, as required by federal [and state] law, and in accordance with general principles of professionalism as a health care provider. Failure to comply with the City of Winchester’s, Fire/EMS policies and procedures on patient privacy may result in disciplinary action up to and including termination of employment or of membership or association with City of Winchester.

  1. The employee may access protected health information and other patient information only to the extent that is necessary to complete your job duties. The employee may only share such information with those who have a need to know specific patient information you have in your possession to complete their job responsibilities related to treatment, payment or other City of Winchester, Fire/EMS operations.

  1. The employee is encouraged and expected to report, without the threat of retaliation, any concerns regarding the City of Winchester’s, Fire/EMS policies

and procedures on patient privacy and any observed practices in violation of that policy to the designated Privacy Officer.

  1. The employee is expected to actively participate in City of Winchester, Fire/EMS privacy training and is required to communicate privacy policy information to coworkers, students, patients and others in accordance with City of Winchester’s, Fire/EMS policy.

The employee must frequently lift and/or move often heavy objects. Must not have lifting restrictions of any weight. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

WORK ENVIRONMENT

Work is performed primarily in office, vehicles, and outdoor settings, in all weather conditions, including temperature extremes, during day and night shifts. Work is often performed in emergency and stressful situations. Individual is exposed to hearing alarms and hazards associated with fighting fires and rendering emergency medical assistance, including smoke, noxious odors, fumes, chemicals, liquid chemicals, solvents and oils.

The employee occasionally works near moving mechanical parts and in high, precarious places and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration.

The noise level in the work environment is usually quiet in office settings, and loud at an emergency scene.

NOTE: Appointees will be subject to completion of a standard probationary period.

Qualifications


RAINING and EXPERIENCE: Must possess a high school diploma or GED equivalent with considerable training and experience in EMS. At least 5 year’s experience in EMS and 3 years as a Paramedic, specifically. Previous supervisory experience preferred. Must obtain KBEMS Level III educator within eighteen (18) months of promotion/hire. Must retain all certifications needed to function as a Paramedic in the State of Kentucky. Must possess a valid Kentucky Operator’s License and maintain a satisfactory driving record.
