Position Summary:
Responsible for operational functions as directed, including payroll, cash reconciliation, sales tax and payroll reporting functions, financial analysis, report preparations and month-end accounting processes. Plays a key role in the internal control process. Provides substantial contribution to annual financial audit, Comprehensive Annual Financial Report and City Budget document.
Tasks:
- Payroll audits and balancing, submitting tax filings, create payroll reports and processing payroll imports to bank.
- Performs general ledger related functions; daily cash reconciliation, month-end close, prepare journal entries, monitors account code structure for all city department operations, prepares sales and payroll tax reports.
- Issues and monitors sales tax exemption certificates.
- Works with enterprise fund accounting software package, performs research and analysis.
- Works closely with other departments related to payroll and financial information needs.
- Performs accounts payable functions and miscellaneous accounts receivable functions as needed.
- Establishes and maintains effective working relationships with other employees, superiors, other agencies, and the public.
- All employees of the City of Winfield are subject to immediate callout when an emergency, disaster or breach of homeland security occurs. Such call to respond and assist may involve those activities to his/her regular job responsibilities and incorporate other non-job-related duties as necessary and required of an employee. An employee’s response to these matters may require the working of unusual, long hours over an extended period with infrequent breaks or rest periods.

Experience and Education:
- Associates degree in accounting/business required. Bachelor’s degree preferred.
- Three years related work experience in an accounting or finance environment required, with municipal government and knowledge of fund accounting principles preferred.
- Experience with Microsoft Office (Excel) software and relational databases required. Working knowledge of GAAP desired.
Physical Requirements:
- Ability to perform sedentary physical work and ability to lift to 10 pounds.
- Ability to sit, stand, walk, twist, bend, reach, push and perform a variety of similar body movements.
- Possesses hand/eye coordination adequate to operate radio controls, telephone, and computer keyboards.
