Position Summary:

Tasks:
- Analyzes and evaluates business processes, anticipates requirements, identifies improvements, and develops and implements solutions in coordination with utility personnel and director.
- Assists with project management.
- Organizes and assists in completion of annual compliance processes. Monitors state and federal regulatory processes.
- Supports the utility budget development, tracking process including operating and capital budgets. Assists with reviewing financial performance and other financial activity for budgetary compliance; identifies variances and inconsistences.
- Manages, design and implements public utility outreach programs.
- Prepare invoices, reports, memos, letters, financial statements and other documents, using word processing, spreadsheet, database, or presentation software.
- Open, sort, and distribute incoming correspondence, including faxes and email.
- Perform general office duties such as ordering supplies, maintaining records management systems, and performing basic bookkeeping work.
- File and retrieve corporate documents, records, and reports.
- Prepare responses to correspondence containing routine inquiries.
- Prepare agendas and make arrangements for committee, board, and other meetings.
- Notarize documents for other employees as needed.
- Fill in for other employees in Municipal Operations Center as needed.
- Answer and direct phone calls.
- Provide general support to visitors.
- Establishes and maintains effective working relationships with other employees, superiors, other agencies, and the public.
- Deals with the public in a manner that positively promotes the image of the City and handles complaints tactfully.
- All employees of the City of Winfield are subject to immediate callout when an emergency, disaster or breach of homeland security occurs. Such call to respond and assist may involve those activities to his/her regular job responsibilities and incorporate other non-job-related duties as necessary and required of an employee. An employee’s response to these matters may require the working of unusual, long hours over an extended period of time with infrequent breaks or rest periods.
