Plans, organizes, and directs the accounting and financial reporting division; Oversees various accounting functions such as preparation of financial statements, general accounting, accounting for capital projects, bond reimbursements, and arbitrage reporting; fixed asset accounting, grant accounting; bank reconciliations, debt accounting; Ensures financial transactions of the City are properly recorded in the City’s financial system and coordinates month-end close; Interprets and applies accounting theory, laws, regulations and city policy and develops procedures and makes recommendations to ensure adequate internal controls; Oversees the preparation of the Annual Comprehensive Financial Report; Manages the audit process, including RFP and auditor selection; Develops financial procedures documents and training documents; Monitors, reviews, plans for and implements complex governmental accounting standards; Manages accounting and financial reporting for the City’s internal leasing program (NCMLC);Serves as the subject matter expert regarding financial systems and related interfaces and provides broad cross-functional assistance for upgrades and new system interfaces to ensures proper general ledger configuration and oversees testing to ensure proper general ledger accounting; Trains and develops staff for effective succession planning and business continuity; Prepares various complex financial analysis and modeling for all city funds.

Thorough knowledge of governmental accounting and budgeting principles, rules and regulations; thorough knowledge of accounting terminology, methods, procedures and equipment; thorough knowledge of principles and procedures of financial record keeping and reporting; general knowledge of and ability to operate personal computers, associated hardware, software including accounting software, word processing and spreadsheets and peripheral equipment; ability to expertly extract financial system data for analysis; ability to evaluate complex financial systems and install accounting methods and procedures; ability to understand and follow oral and written directions; ability to establish and follow work procedures; ability to post accounts and to perform mathematical computations with speed and accuracy; ability to understand and apply laws and established policies to the maintenance of financial records; ability to prepare complete and accurate reports from various accounting data; ability to plan, organize, and evaluate the work of employees in the specialized field of accounting; ability to establish and maintain effective working relationships with associates, elected officials, attorneys, contractors, engineers, vendors, auditors and the general public.
Bachelor's degree in accounting, finance, business administration, or related field with at least 24 hours of accounting coursework and extensive experience with governmental accounting, and supervisory experience in an accounting environment, or equivalent combination of education and experience. Master's degree preferred.
CPA OR Certified Finance Officer or NCLGFO preferred.

Salary : $104,076 - $132,666
