The Fleet Services Director manages the City of Winston-Salem's fleet operations, maintenance, purchasing, and asset management. The Director leads a team of mechanics, technicians, and support staff, ensuring compliance with all regulations, and requires strong leadership, technical knowledge, and communication skills. Licensing and Certifications
- Develops and oversees preventive maintenance programs to ensure vehicle and equipment reliability.
- Manages acquisition, disposal, and replacement planning for fleet assets, ensuring cost-effective procurement and sustainability.
- Supervises fleet staff, including hiring, training, and performance management.
- Analyzes fleet data to improve efficiency, reduce costs, and enhance service delivery.
- Oversees vendor relationships and contracts for fuel, parts, and outsourced maintenance services.
- Develops and enforces fleet policies to ensure compliance with safety and regulatory requirements.
- Prepares and manages the fleet budget, forecasting expenditures and recommending cost-saving strategies.
- Collaborates with City departments to address fleet needs, service priorities, and operational concerns.
- Implements sustainability initiatives, including fuel efficiency programs and alternative energy vehicle adoption.
- Ensures compliance with local, state, and federal regulations (DOT, OSHA, EPA, etc.).
- Oversees fleet technology systems (GPS tracking, fuel management, and maintenance software).
- Manages emergency response fleet operations during weather events and citywide emergencies.
- Develops and revises goals and objectives for the Fleet Services Department.
- Recommends and implements process improvements to increase operational efficiency.
- Determines required equipment, parts, supplies, and staffing to support fleet operations.
- Prepares vehicle and equipment specifications based on performance, cost, safety, and environmental compliance.
- Provides technical advice on vehicle and equipment acquisition and maintenance.
- Manages fleet lifecycle, ensuring timely replacement and retirement of vehicles and equipment.
- Assists in developing policies and procedures related to fleet operations and procurement.
- Acts as project manager for capital improvement projects related to Fleet Services.
- Ensures department safety and risk management compliance with OSHA, EPA, and DOT guidelines.
- Leads sustainability efforts, including transitioning to hybrid and electric vehicles.
- Bachelor’s degree in fleet management, business administration, public administration, mechanical engineering, or a related field OR equivalent education and experience.
- Seven (7) to ten (10) years of progressive experience in fleet operations, vehicle maintenance, or related fields.
- Three (3) to five (5) years of experience in a leadership or management role within a fleet services environment.
- Thorough knowledge of fleet maintenance principles, best practices, and industry standards.
- Strong understanding of automotive, diesel, and heavy equipment systems, including electric and alternative fuel vehicles.
- Extensive experience in budget preparation, financial analysis, and cost control measures.
- Knowledge of fleet procurement, contract negotiation, and vendor management.
- Ability to analyze data, generate reports, and make data-driven decisions.
- Strong leadership skills with the ability to supervise, mentor, and develop staff.
- Excellent communication and collaboration skills to work with City officials, vendors, and the public.
- Experience managing fleet management software, GPS tracking, fuel management systems, and vehicle telematics.
