Essential Job Functions:
Under the leadership of the Economic Opportunity & Community Investment Director, the Affordable Housing Compliance Manager will manage a range of programs aimed at expanding the availability and accessibility of affordable and workforce housing within the City of Winter Haven.
Manages and oversees the City's annual allocation of State Housing Initiatives Program (SHIP) funding, ensuring all necessary compliance reporting and record keeping are completed. This includes coordinating the procurement of services related to the administration of the program.
Acts as the staff liaison to the City's Affordable Housing Advisory Committee (AHAC).
Organizes regular AHAC meetings and ensures the committee's adherence to Florida Statutes, its by-laws, and any required compliance reporting.
Works in collaboration with the AHAC to provide necessary updates to the Local Housing Assistance Plan (LHAP), ensuring the plan complies with all governing agencies and addresses the housing needs of the Winter Haven residents.
Develops, assesses, and facilitates the implementation of new affordable and workforce housing initiatives in Winter Haven, including the budgeting and allocation of funds within the City's Separate and Supplemental Affordable Housing Trust Fund.
Maintains an accurate and up-to-date inventory of affordable housing units and City owned properties within Winter Haven.
Engages with the Florida Housing Finance Corporation, Florida Housing Coalition, and affordable housing developers to improve communicate and support the development of affordable housing opportunities in the City.
Collaborates with non-profit organizations and Community Housing Development Organizations (CHDOs) to explore potential partnerships for the purpose of attracting additional housing projects to benefit the City.
Works collaboratively with internal and external stakeholders including partners, departments, and other municipalities, to design and structure activities, plans, and guidelines that foster effective organizational leadership in housing projects.
Assists the Department Director in preparing the annual budget for all affordable housing initiatives, including the SHIP program and the Separate and Supplemental Affordable Housing Trust Fund.
Delivers outstanding customer service in alignment with the City's mission and vision.
Attends occasional evening meetings, which may include City Commission, Planning Commission, Community Redevelopment Agency (CRA), AHAC, and other community meetings as required.
Knowledge, Skills & Abilities:
- In depth knowledge of State and Federal affordable housing programs and funding sources, including but not limited to SHIP, Community Development Block Grant (CDBG), and Low Income Federal Tax Credits.
- Skilled in collaborating with local, regional, state and/or federal agencies to facilitate affordable housing development.
- Strong understanding of general budgeting and procurement processes.
- Familiarity with relevant laws, including Florida's Sunshine Law.
- Ability to communicate clearly, effectively, and empathetically with citizens, neighborhood groups, advisory boards, developers, and elected officials.

Minimum Education & Experience:
- Bachelor's degree from an accredited college or university.
- Minimum five (5) years of increasingly responsible roles and responsibilities in the management and oversight of affordable housing administration, affordable housing development, or community development.
- Minimum of three (3) years of experience in housing compliance with federal and state housing programs.
- An equivalent combination of education and experience that is determined to be directly related to the foregoing specific requirements may be substituted.
Special Requirements:
- Flexibility to work a varied schedule as required by the uniqueness of the position, including evening meetings.
- Must possess a valid Florida driver's license and a good driving record as determined by the City of Winter Haven.
