Essential Job Functions:

Performs administrative, technical, and professional engineering work involving water and wastewater utility and capital improvement plan (CIP) project design, cost estimation, funding, bid and construction; managing utility assets; ensuring consultant contract compliance, and supervising assigned engineering technicians and other staff. Work is performed under the direction and guidance of the Water Department Director.

Oversees all aspects of the management and timeliness of water and wastewater utility construction projects and CIP initiatives. Develops and reviews engineering plans for projects, including lift stations, wastewater treatment plants, sanitary sewer collection systems, force mains, water plants, and water distribution systems, including Alternate Water Supply (AWS). Oversees the use of engineering computer models to evaluate water, wastewater, and piping designs.

Works collaboratively and in conjunction with the City’s Engineering Division, engineering consultants, utility staff, and the Purchasing Division during the design and bidding phase of projects. Develops bid specifications and other purchasing documents to include Requests for Proposal, Requests for Quotation and Invitations to Bid. Prepares cost and quantity estimates. Coordinates and prioritizes projects. Prepares and supervises the preparation of applications for permits from Florida Department of Environmental Protection (FDEP), Southwest Florida Water Management District (SWFWMD), and other regulatory agencies.

Manages the construction of projects, including field adjustments, contracts, construction contractors, change orders and invoice payments. Reviews contractor and consultant pay requests; reviews and affirms the validity of change orders and processes for payment, or credit if applicable, when necessary. Responds to public complaints pertaining to construction and public right-of-way work; makes recommendations for corrective action and assists with implementing same. Maintains all related project plans and documents.

Develops and oversees utility construction and maintenance contracts; ensures compliance with agreement terms and conditions. Reviews work produced from contractors and consulting engineers for

completeness and accuracy according to city specifications and engineering principles. Assists contractors with interpreting City regulations and specifications. May perform other related engineering work including the interpretation of site plans, codes, easements, legal descriptions, regulations and standards, as well as performing work and conducting inspections in the field.

Works closely with the director, assistant director and other department staff in preparing the annual budget and developing, monitoring, maintaining, and updating the department’s five-year CIP and Budget Model. Supervises the Asset Management program and use of computer software to track maintenance, costs and priorities. Manages the State Revolving Fund loan process, including the development and submittal of facilities plans, applications and required funding documentation, inclusive of reimbursement requests. Compiles numerical and statistical data; develops technical reports, charts, budgets, briefing summaries and schedules. Applies for and administers all departmental grants; timely prepares and submits grant reimbursement requests and related documents.

Supervises GIS and engineering technicians, project coordinators and asset management staff. Communicates with field staff and supervises technicians to develop technical engineering documents. Advises and assists field staff in ensuring proper utility maintenance practices and appropriateness of equipment to be used. Performs administrative and reporting functions as necessary for unit operations and job performance accountability.

Knowledge, Skills & Abilities:

  • Knowledge of the principles and practices of Civil Engineering related to water supply and wastewater projects; and the applicable developments and current engineering and utility design and construction practices.
  • Ability to plan, organize, direct and evaluate the development and administration of utility and other project plans, specifications, and maintenance and construction contracts, to include familiarity with budget development and funding administration.
  • Skilled and equipped to supervise, effectively manage, and evaluate engineering plans and construction work.
  • Capable and experienced in the design of water and wastewater utility systems and preparing permit applications. Adept at operating various computer systems and software programs.
  • Ability to relate well and interact professionally with contractors, the general public and fellow employees; supervise and evaluate assigned personnel; give clear, concise directions, orders and reports both verbally and in writing; and consistently demonstrate skill and leadership.

Minimum Education & Experience:

  • Graduation from college with a Bachelor's degree in Engineering.
  • Ten (10) years of pertinent work experience in water and wastewater engineering and utility project construction management.
  • An equivalent combination of education and experience that is determined to be directly related to the foregoing specific requirements may be submitted.

Special Requirements:

  • Possession of a valid Florida driver’s license with a good driving record as determined by the City of Winter Haven.
  • Certified in FEMA Emergency Operations Training, Supervisory Certifications or the ability to obtain within six (6) months of employment.
