Essential Job Functions:
Directs and leads other Engineering Designers. Manages the CADD database. Performs skilled technical engineering drafting and associated design work of a difficult and responsible nature. Utilizes a computer-assisted drafting system along with conventional drafting techniques, where appropriate, to complete assigned work. Develops designs in accordance with City Engineer’s criteria. Prepares detailed topographic and construction drawings of proposed utilities and construction projects, including storm and sanitary sewers, street paving, parking lots, drainage systems, recreational areas, water mains, and buildings, etc.
Computes and verifies cost and quantity estimates of projects using established unit prices, and calculates assessments. Reduces field survey notes and plots data on plan and profile drawings; performs geometric and trigonometric computations to obtain necessary points and angles. Prepares detailed drawings of special structures such as lift stations and bulkheads. Prepares standard drawings for manholes, storm inlets, streets, sidewalks, and parking lots. Checks and writes legal descriptions for easements, annexation of properties, City-owned property and leased property; researches records and deeds to obtain pertinent data for engineering projects.
Designs and prepares special drawings, graphics, charts, and posters for visual presentations; utilizes computer software on an as needed basis. Performs fieldwork to obtain necessary data for required assignments; may assist surveyor on an as needed basis. Maintains Utility As-Built drawings. Manages the Utility Atlas database.
Responds to general inquiries from the public and other City Departments; assists them with water and sewer locations, zoning, and other basic engineering matters. Reviews subdivision and commercial site development plans for compliance with codes. Reviews utility service applications, driveway connection, and right-of-way use applications for compliance with codes. Performs project construction coordination as required. Performs stormwater calculations and capable of using storm water modeling software such as MODRET and ADICPR. Working knowledge of permitting requirements and processing with other jurisdictional agencies, i.e. SWFWMD, FDOT, PCHD, FDEP, etc. This is not intended to be an all-inclusive listing of essential job functions; the performance of other essential functions may be required.
Knowledge, Skills & Abilities:
- Thorough knowledge of the principles, practices, and techniques of engineering design and Computer Aided Design Drafting (CADD).
- Good working knowledge of mathematics through trigonometry and its application to sub-professional engineering computations. W
- Working knowledge of drainage calculation software programs. Working knowledge of surveying practices and of construction methods and practices.
- Architectural drafting knowledge preferred.
- Ability to make accurate cost estimates of construction and supplies; to create difficult, technical engineering drawings; understand and follow verbal and written instructions; use advanced computer aided drafting design (CADD) programs, AUTOCAD Release 2024 or better preferred.
- Ability to safely operate a vehicle to complete assigned field work; work with and around hazardous chemicals in a safe manner; bend, stoop, twist, and stand for long periods of time; work outdoors under a variety of climatic conditions; descend and ascend ladders and stairs; and enter and withstand occupancy in small confined spaces.
Minimum Education & Experience:
- Graduation from an accredited high school or possession of an acceptable equivalency diploma.
- College level Civil Engineering courses including drafting and computer aided design drafting.
- Minimum of seven (7) years’ experience in performing a variety of complex civil and architectural drafting and design work, including experience in the use of computer aided design drafting (CADD) required.
- An equivalent combination of training, education, and experience that is determined to be directly related to the foregoing specific requirements may be substituted.

- Possession of a valid Florida Driver’s license and a good driving record as determined by the City of Winter Haven.
