The Facility Maintenance Superintendent is responsible for overseeing the daily operations, maintenance, and repair of the City’s facility infrastructures. The Superintendent will supervise a team of maintenance staff, manage vendors, and ensure that the facilities run efficiently and effectively.

Essential Job Functions:

The Facility Maintenance Superintendent is responsible for overseeing the maintenance, repair, and efficient operation of facility systems and infrastructure within the City’s buildings, facilities, and properties; and ensuring that they are compliant with all relevant safety and regulatory standards. This role ensures a safe, clean, and functional environment, supporting operational goals by managing a skilled maintenance team coordinating with external vendors, and reviewing and managing contracts and agreements related to facility operations.

Plans, coordinates, implements, supervises, and evaluates all maintenance and repair activities occurring within municipal buildings and facilities. Plans work programs to improve and maintain municipal buildings and structures. Establishes and maintains preventive maintenance schedules. Conducts periodic maintenance and safety inspections of buildings and structures, and recommends solutions for issues or concerns detected.

Plans, schedules, coordinates, and supervises the work of personnel and contractual services involved in repairing and maintaining the City’s buildings and facilities; provides work assignments and directives, and oversees work to ensure it is accomplished efficiently, safely and according to directions. May also be required to self-perform maintenance work based on work order volume, seasonal demand, and staff availability.

Prepares, maintains, and routinely reviews records and reports related to division operations, i.e. personnel activities, work assignments, materials utilized, equipment condition, etc. Performs administrative duties such as participating in the preparation and administration of the division budget, and performing purchasing duties, to include preparing bid specifications. Utilizes a computer and pertinent software programs to facilitate the development, implementation, and continual monitoring of division operations and performing strategic planning.

Maintains liaison with other City departments and divisions and other agencies to address and resolve work orders, and complete facility needs assessments for budgeting and strategic planning purposes.

Knowledge, Skills & Abilities:

Must possess considerable knowledge of the methods, materials and equipment used in facility maintenance. Thorough knowledge of the operation, maintenance, limitations, and safety precautions of maintenance and repair tools and equipment. Knowledge of the hazards and safety precautions to be taken regarding facility maintenance equipment operation.

Ability to plan, coordinate, train, supervise, and evaluate the work of assigned maintenance personnel. Ability to prepare, present, and maintain written records and reports. Ability to work with computers and various software packages and Asset Management Systems (Cartegraph (OpenGov) preferred).

Ability to successfully and efficiently manage multiple initiatives and projects simultaneously. Ability to understand, interpret, explain, and carry out written and verbal instructions. Ability to make independent judgments and decisions regarding personnel and work to be performed. Ability to communicate effectively both verbally and in writing. Ability to establish and maintain effective working relationships with supervisors, co-workers, other City employees, and the general public.

Minimum Education & Experience:

Graduation from an accredited high school or possession of an acceptable equivalency diploma. Five years' experience in the maintenance of facilities structures including two years’ supervisory experience. An equivalent combination of education and experience that is determined to be directly related to the foregoing specific requirements may be substituted.

Special Requirements:

Possession of a valid Florida driver's license and good driving record as determined by the City of Winter Haven. Must be able to work a flexible schedule to include weekends, evenings, and holidays, and be able to respond to emergencies as needed. Absence of non-prescribed controlled substances in the applicant's system, as verified by a laboratory approved by the City of Winter Haven.
