The Water Meter Auditor I is responsible for conducting audits on water utility meters to ensure accuracy and compliance with regulations. This role involves analyzing, inspecting, and testing of meters to identify any discrepancies or irregularities.

Essential Job Functions:

Performs location audits and detailed examination of City meters on addresses serviced by the City related to utility billing as a part of the City’s Field Meter Audit Program. Ensures water is being used and metered as intended. Analyzes conditions of connections to determine if meter warrants repair and makes any changes or upgrades to improve accuracy and safety. Documents and submits findings electronically. Inspects meters for defects, damages, missing meters, switched meters, wrong applications, new installations, and unauthorized use. Examines meter installations for leaks and inspects visible plumbing for water leakage. Identifies maintenance or equipment problems on customer accounts. Replaces and repairs water meters due to malfunctions and upgrades antennas when necessary. With the use of utility meter reading technology, pulls usage reports also known as data log reports at the meter to determine trends in consumption. Performs general construction and maintenance tasks on water lines and connections to water meters. Excavates and backfills shallow holes to remove and replace residential and commercial water meters, meter boxes, and their covers. Utilizes hand tools to remove, install, and modify utility connections, valves, and meters. Uses power tools to thread pipe and cut concrete and metal. Reads and interprets maps, plans, and drawings to determine the location of water mains and other existing utilities.
Performs fieldwork in recording consumption of water by municipal water system users. Responds to trouble calls, emergency calls, and service requests received. May assist with turn on and turn off functions for new and existing water customers and other service work as requested. Responds to public concerns with water services. Communicates with customers to advise of service outages, work performed, and any other information pertinent to the situation. Prepares and maintains a written record of work completed; records time, material, and labor by job site and customer account. Operates City vehicle to travel to various locations throughout the City’s utility service area to perform assigned duties. Must be available for work outside of regular work hours to respond to emergency situations involving the construction, maintenance, and repair of water lines, and is subject to after hour’s on-call rotation which includes nights, weekends, and holidays. Knowledge, Skills & Abilities:

  • Must possess strong customer service skills with thorough attention to detail.
  • Knowledge of geography and street locations in the service area.
  • Skill in operating handheld meter reading technology including IOS; and operating trucks and/or trailers in traffic and confined areas.
  • Ability to comprehend and follow oral and written instructions; communicate and work effectively with fellow employees and the general public; and train Meter Repair Technician I positions when needed.
  • Skill in the safe operation of hand and power tools.
  • Physical strength and agility to sufficiently perform strenuous laboring tasks often while kneeling and under varying environmental conditions.

Minimum Education & Experience:

  • Graduation from an accredited high school or possession of an acceptable equivalency diploma.
  • At least two years of similar experience preferred.
  • An equivalent combination of education and experience that is determined to be directly related to the foregoing specific requirements may be substituted.

Special Requirements:

  • Possession of a valid State of Florida driver’s license and a good driving record as determined by the City of Winter Haven.
  • Absence of non-prescribed controlled substances in the applicant’s system as verified through a screening process administered by a laboratory approved by the City of Winter Haven.
