As a Water Utility Servicer Trainee, you will be part of a dynamic team responsible for maintaining and repairing utility systems to ensure uninterrupted service to customers. This entry-level position offers an excellent opportunity to gain hands-on experience and develop the necessary skills to advance in the water utility industry, while becoming a licensed water distribution operator.

As a Water Utility Servicer I, II, or III, you will be responsible for performing a variety of tasks related to the maintenance and operation of utility systems. You will work under the supervision of a team leader or supervisor and collaborate with other utility personnel to ensure the efficient and reliable delivery of utility services.

ESSENTIAL JOB FUNCTIONS
  • Utility Servicer II may direct work of a crew in the absence of a supervisor.
  • Utility Servicer III serves in the senior position on a small crew and in the absence of a crew leader, may direct the work of a crew.
Every position excavates and backfills shallow holes to remove and replace residential and commercial water meters, meter boxes, and their covers. Utilizes hand tools to remove, install, and modify utility connections, valves, and meters. Uses power tools to tap water mains, thread pipe, and cut concrete and metal. Installs piping from water main to residential and commercial meters; reads and interprets maps, plans, and drawings to determine location of water main and sanitary sewer mains and lift stations. Locates water main, excavates trenches, bores service beneath roadway, taps into water main, lays pipe in correct line and grade position, and connects pipe sections and seals joints, backfills trenches. Opens and enters lift stations, inspects and cleans lift stations; makes adjustments and performs maintenance in and around lift stations as necessary. Responds to trouble calls, emergency calls, and service requests received. Responds to public concerns with water and sanitary sewer lines (i.e. clogged or leaking pipes) and lift stations. Communicates with customers to advise of service outages, the effects of work performed, and any other information pertinent to the situation. Prepares and maintains a written record of work completed; records time, material, and labor by job site and customer account. Operates light trucks to travel to various locations throughout the city to perform assigned duties. Must be available outside regular work hours to respond to emergency situations involving the construction, maintenance, and repair of water and sanitary sewer lines. KNOWLEDGE, SKILLS & ABILITIES

  • Must possess considerable knowledge and experience in the construction, maintenance, repair, and operation of water distribution and wastewater collection systems.
  • Skill in the safe operation of handheld and power tools; operations of jack and directional boring equipment; reading and interpreting maps, plans, and drawings; reading, interpreting, and properly applying City policies and O.S.H.A. regulations, especially those focusing on asbestos abatement, trenching and shoring, confined space entry, and fork lift operation; and operating equipment, trucks and/or trailers in traffic and confined areas.
  • Physical strength and ability to sufficiently perform strenuous laboring tasks under varying environment conditions.
  • Ability to maintain written records and logs; comprehend and follow oral and written instructions; and communicate and work effectively with fellow employees and the general public.
  • Must have the ability to assume leadership of peer group when on assignment and be able to plan, organize, delegate, and take responsibility for satisfactory work completion.


MINIMUM EDUCATION & EXPERIENCE

  • Graduation from an accredited high school, vocational school, or possession of a GED or equivalent.
  • Utility Servicer I must have one year experience in the operation and maintenance of utility service systems, tools, and equipment; electrical skills preferred.
  • Two years’ experience is preferred for Utility Servicer II.
  • Utility Servicer III must have a minimum of five years of experience in the construction, repair, maintenance, and operation of water and wastewater utility systems, to include performing related electrical work.
  • An equivalent combination of training and experience that is determined to be directly related to the foregoing specific requirements may be substituted.

SPECIAL REQUIREMENTS

  • Utility Servicer III must possess a minimum certification of Asbestos Abatement Worker or obtain certification within six months from date of employment.
  • Must have a valid Florida Class B drivers' license with tanker endorsement and a good driving record as determined by the City of Winter Haven. Utility Servicer Trainee must be able to obtain within six (6) months of hire. Through the City’s CDL Benefit Program, a Supervisor will provide assistance and guidance on where to obtain the materials necessary for the general and skills testing to obtain a Class B license.
  • Absence of non-prescribed controlled substances in the applicant's system as verified through a screening process administered by a laboratory approved by the City of Winter Haven.


PHYSICAL / ENVIRONMENTAL FACTORS


  • Must have the physical strength and agility to sufficiently perform strenuous laboring tasks under varying environmental conditions.
  • Must be able to withstand occupancy in small, confined spaces; be non-claustrophobic; and ascend and descend ladders to obtain access to areas and affect needed repairs.

SALARY

$16.00/hour minimum based on qualifications for a Utility Servicer Trainee, $16.73/hour minimum based on qualifications for a Utility Servicer I, $17.48/hour minimum based on qualifications for a Utility Servicer II, and $18.30/hour minimum based on qualifications for a Utility Servicer III, along with the benefits previously listed.

  • $1,000.00 after completion of six month probationary period in this position; $1,000.00 after completion of first year in this position.
