GENERAL PURPOSE:

The Lead Electric Utility Locator performs skilled and technical work in locating utility lines and in inspecting existing and new construction utility line connections. This work is performed under general supervision – the incumbent normally receives little instruction on routine work and general instruction on new projects and assignments; work is reviewed periodically with primary feedback given with final results and is reviewed through observation, discussion, accuracy of results, and adherence to established procedures.

ESSENTIAL FUNCTIONS:

Prints, prioritizes, and assigns Sunshine 811 locate tickets to Electric Utility Locators.

Serves as primary contact for Sunshine 811 locate ticket customers.

Performs work in and around energized electrical equipment.

Ensures all locates called into the City are scheduled appropriately and completed in the allocated time.

Ensures utility locator is scheduled locates that he/she is properly trained to perform in regard to entry into electrical equipment.

Operates equipment, Harben water probe, electronic line locator, ground penetrating radar, magnetic locator, and GIS hand unit and various hand tools.

Be able to take on-call duty on rotating basis for after-hours emergencies and services.

Performs other work as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES:

Working knowledge of departmental and municipal rules, regulations, policies, procedures, and safe work practices.

Working knowledge of local codes related to utility connections.

Working knowledge of City water/wastewater system.

Working knowledge of underground utility equipment, location of other underground utility lines; troubleshoot leaks in the utility system.

Working knowledge of local codes related to utility connections.

Working knowledge of local geography.

Working knowledge of occupational hazards, safety rules, and practices and the ability to transmit such knowledge to subordinates.

Working knowledge of components of overhead and underground electric distribution networks.

Skill in the operation of modern office equipment, computers, and software, including Microsoft Office applications (Word, Excel, PowerPoint, etc.).

Ability to read and interpret blueprints, technical drawings, schemas, legal descriptions, and diagrams.

Ability to identify and distinguish electric distribution network components such as transformers, switches, switchgear, fuses, risers, meters, and conductors.

Ability to fault find with radio detection equipment.

Ability to work in adverse weather conditions.

Ability to take instruction from supervisors and to get along with all co-workers.

Ability to safely operate a variety of automotive vehicles, light equipment, various hand and power tools.

Ability to remain on call, 24 hours a day, seven days a week for after-hours repairs, emergencies, and other related concerns.

Ability to establish and maintain effective relationships with employees, supervisors, city officials, and the general public.

Ability to communicate information tactfully and impartially, both in person and in writing with all staff, city officials, and the general public.

Ability to demonstrate proficiency in the City of Winter Park Core Competencies.

Ability to understand and follow oral and written instructions and keep accurate records.

This position is performed with working knowledge – the incumbent has ability to recall and apply important and commonly-used information from relevant source documents or information in a particular subject field.

MINIMUM QUALIFICATIONS:

High school diploma or equivalent, supplemented by a minimum of three years of experience in operational and/or maintenance aspects of electric utility work or similar field.

Must possess excellent working knowledge of water distribution and wastewater collection systems.

An equivalent combination of education, training and experience, which provide the necessary knowledge, skills and abilities and other competencies required for the position may be considered.  

CERTIFICATIONS, TRAINING, SPECIAL REQUIREMENTS:

Possess and maintain a valid State of Florida Driver’s License, Class E or higher.

Trained and qualified to work in and around energized electrical equipment up to 7200 volts.

NOTE: All required certifications must be current at the time of application and maintained in an active state as a condition of continued employment.  

OTHER REQUIREMENTS:

Physical

This is medium work requiring the exertion of 50 pounds of force occasionally, up to 25 pounds of force frequently, and up to 10 pounds of force repetitively to lift, carry, push, pull, and reposition objects.

Ability to traverse about a variety of environments and obstacles throughout the city, with or without reasonable accommodation.

Ability to remain stationary at a variety of jobsites/facilities/locations to perform job duties.

Ability to ascend/descend stairs, scaffolds, utility poles, and ladders.

Ability to remain stationary at a keyboard for extended periods of time and constantly operate a computer and other office productivity machinery, such as a calculator, copy machine, and printer.

Ability to position oneself to work in confined or difficult to reach spaces.

Ability to manipulate objects, demonstrate small, precise movements, and operate necessary equipment such as small hand and power tools repetitively or continuously.

Environmental

Tasks may require frequent exposure to adverse environmental conditions including inclement weather, sun, extreme temperatures, odors, dirt and dust, high voltage, loud noises, and hazardous chemicals, etc. 

Sensory

Tasks require the manipulation of objects and demonstration of small, precise movements, the ability to detect and distinguish various features of one’s surroundings, and the ability to effectively communicate and exchange information with others.
