GENERAL PURPOSE:

The Service Worker I performs routine and specific manual work at a variety of city facilities for the assigned division. This position accomplishes a variety of maintenance and repair tasks utilizing a variety of tools and specialized equipment. This work is performed under close supervision – the incumbent is assigned duties according to specified procedures and receives detailed instructions; work is checked frequently and is reviewed through observation, completion of work orders, and review of results achieved.

ESSENTIAL FUNCTIONS:

The essential functions for this position vary depending on the assigned division and are outlined accordingly below.

Landscaping/Parks Maintenance/Forestry/Cemeteries/Golf Course:

Perform a wide range of semi-skilled labor related to the maintenance of City parks and properties, as assigned. 

Install and maintain landscape vegetation, including turf, hedges, and raised and/or hanging planters. 

Load and unload equipment and supplies.

Install, repair, and clean park equipment and amenities.

Operate a variety of equipment and vehicles such as trucks, carts, pressure washers, mechanized lawn or irrigation equipment.

Operate a variety of hand, power, and small engine tools.

Perform minor maintenance of equipment and vehicles.

Perform other work as assigned.

Lakes:

Assist with herbicide applications which may include mixing and loading chemicals for aquatic weed control program, installing spray systems on boats, trucks, or other mobile units, reading herbicide labels, and following safety rules.

Assist with vegetation and shoreline management tasks including trimming of City shorelines and canals, collecting and planting native aquatic plants, ditch maintenance, and trash removal.

Install and maintain lake markers including restricted area buoys and informational signs at canal, boat ramp, and park locations.

Assist with the construction and cleaning of storm drain leaf traps and with the cleaning of other storm water management systems.

Perform herbicide applications as prescribed by the Aquatics Supervisor.

Operate a variety of hand, power, and small engine tools.

Perform minor maintenance of equipment and vehicles.

Perform other work as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES:

General knowledge of departmental and municipal rules, regulations, policies, and procedures.

General knowledge of occupational hazards, safety rules, and practices of the work.

General knowledge of basic landscaping and lawn maintenance techniques.

Ability to use a variety of hand, power, and small engine tools.

Ability to operate equipment and vehicles in a safe manner under various conditions.

Ability to establish and maintain effective relationships with employees, supervisors, city officials, and the general public.

Ability to communicate information tactfully and impartially, both in person and in writing with all staff, city officials, and the general public.

Ability to demonstrate proficiency in the City of Winter Park Core Competencies.

Ability to understand and follow oral and written instructions and keep accurate records.

This position is performed with general knowledge – the incumbent is generally familiar with information contained in relevant source documents or information in a particular subject field; has ability to use relevant sources to obtain specific or supplemental information.

MINIMUM QUALIFICATIONS:

High School Diploma or equivalent; supplemented by six months of general maintenance experience.

An equivalent combination of education, training and experience, which provide the necessary knowledge, skills and abilities and other competencies required for the position may be considered.  

CERTIFICATIONS, TRAINING, SPECIAL REQUIREMENTS:

Possess and maintain a valid State of Florida Driver’s License, Class E or higher.

OTHER REQUIREMENTS:

Physical

This is heavy work requiring the exertion of 100 pounds of force occasionally, up to 50 pounds of force frequently, and up to 20 pounds of force repetitively to move objects; work requires climbing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, and grasping.

Ability to ascend/descend stairs, scaffolds, and ladders.

Ability to traverse about a variety of environments and obstacles throughout the city, with or without reasonable accommodation.

Ability to remain stationary at jobsites for extended periods of time and repetitively operate related equipment for repairs/maintenance.

Ability to position oneself to work in confined or difficult to reach spaces.

Ability to manipulate objects, demonstrate small, precise movements, and operate necessary equipment such as small hand and power tools repetitively or continuously.

Environmental

Tasks may require frequent exposure to adverse environmental conditions including inclement weather, sun, extreme temperatures, odors, dirt and dust, loud noises, and hazardous chemicals, etc. 

Sensory

Tasks require the manipulation of objects and demonstration of small, precise movements, the ability to detect and distinguish various features of one’s surroundings, and the ability to effectively communicate and exchange information with others.
