Position Summary

The work involves direct interaction with representatives of the development community in the coordination of land use activities. Work is performed under the general supervision of the Community Development Director.
Essential Functions
Bachelor's Degree in Urban Planning, Urban Design, Regional Planning, Political Science, Geosciences, Geography, Public Administration, Landscape Architecture, or related field required; supplemented by five (5) years of experience in planning, zoning or related field or a Master's degree with three (3) years of experience in planning, zoning or related field or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
American Institute of Certified Planners (AICP) Certification required.

Depending on the plan selected, the City pays approximately 98% of employee's health insurance and contributes to a Health Savings Account.
Dependent coverage, dental, vision, and short term disability plans are available at an additional cost. Basic life and long term disability insurance is paid by the City.
Additional voluntary insurances are available such as: critical illness, accident, and hospital indemity insurances etc. are available for an additional cost.

The City contributes 5% automatically. An additional of up to 2.5% will be contributed if the employee elects to contribute to their individual 457. However, employee contribution is not required. Employee is full vested after five (5) years with partial vesting in years prior.

Essential Functions
- Provides technical assessment of the impacts of land use for both current and long range planning activities.
- Obtains data and performs analysis to support the Comprehensive Plan and Associated studies.
- Obtains data and performs analysis to support the City Code and Associated studies.
- Assists in the long range planning function of the Department by providing information and analysis.
- Reviews preliminary and final plans for development for compliance with the Comprehensive Plan and the City’s Code of Ordinances (development regulations). The results of these reviews are presented in written form (staff reports).
- Researches, compiles, and updates demographic information for internal use as well as distribution to the general public.
- Assists applicants with the submittal of plan amendment applications as also assists the general public/landowners with the application of the future land use designations assigned to their property.
- Conducts meetings with applicants, development professionals, and/or citizen groups as warranted.
- Coordinates development proposals for the Staff Review Committee including coordination of both internal and external personnel resources.
- Prepares written documentation for City Commission actions.
- Provides technical review of planning and land use activities in the areas of aesthetics, architecture, business tax, landscaping, permitting, neighborhood planning, site planning, transects, and zoning for compliance with the City’s Codes and Comprehensive Plan.
- May make presentations before formal boards and committees and may be responsible for coordination of all activities of such boards or committees.
- Performs special studies on assigned subjects. Such studies may include, but are not limited to, formulation of the task, setting forth a work program, seeking necessary resources, working with citizen and staff advisory groups, preparation of final reports and formal presentation of findings.
- Ability to use current PC related productivity products, such as Microsoft Office Suite and GIS, in a computer network environment.
- Regular in-person attendance during City and department business hours, since face-to-face interaction and coordination of work with other employees, outside colleagues, residents, or vendors, and all immediate access to documents or other information located only in the workplace is required.
- Performs other duties as assigned.
