The City of Woodstock is currently recruiting for a Utilities Manager within the Public Works Department.

Job Summary

This position is responsible for the administrative oversight, leadership, planning, budgeting, coordinating, and management of the Water and Wastewater Utility Divisions within the Public Works Department. Direct responsibilities include managing and supervising operations and employees involved in the following functions: water treatment and production, water distribution, storm sewer maintenance, wastewater or sewer collection, and wastewater treatment. This work is performed under the direction of the Public Works Director.

Key Essential Duties & Responsibilities (with others included on the job description)

  1. Manages, plans, and monitors the operational activities and employees of the Water and Wastewater Utilities to ensure safe, efficient, and continuous operations.
  2. Plans, evaluates, and implements policies, programs, and operations through division superintendents, including operating procedures, employee policies, training, compliance requirements, and safety programs.
  3. Performs critical decision-making, and is given the independence and discretion to set up processes and/or programs. Provides general oversight and direction for implementation of programs and services.
  4. Prepares and administers the division's capital improvement plan (CIP) and annual operating budget. Forecasts expenditures and staffing levels.

Minimum Required Qualifications

  • Bachelor's degree in environmental science, chemistry, biology, engineering or closely related field.
  • Minimum of five (5) years related utility management and operations experience; or a combination of education and experience that provides equivalent knowledge, skills, and abilities may be considered by the City.
  • Previous supervisory experience of 1-3 years.
  • Knowledge of construction, operation, and maintenance of water and wastewater systems.
  • Valid driver's license with an acceptable driving record for eligibility of City coverage.
  • Possession of Class I Wastewater Treatment Plant Operator's license or ability to obtain within one year.
  • Possession of Class B - Drinking Water Operator Certification in Illinois or ability to obtain within one year.

Salary & Benefits:

Starting annual salary for this full-time, exempt exempt/salaried role is $98,167.68 (with a paygrade maximum of $137,425.60). Additionally, an excellent benefits package is provided including, but not limited to, group health insurance and IMRF pension.
