The City of Worcester is seeking qualified applicants for the position of Senior Civil Engineer, Grade 5 for the Engineering Division within the Department of Public Works & Parks. Under the direction of the Assistant Director of Engineering, the position is responsible for performing various permitting and development oversight related duties for the Permit Group. This individual will review and process the issuance of right-of-way and utility permits, inspection of residential and commercial development sites, examination of site plans and subdivision plans, review of street opening permits, analysis of stormwater reports, and the coordination of external departments and boards concerning Planning Board and Conservation Commission submissions. This position requires a highly motivated person that can work both independently and with a diverse group of staff, contractors, engineers, local officials, and citizens.

ESSENTIAL TASKS :
- Review plans, permits, and applications for residential and commercial projects for compliance with relevant local and state codes, regulations, and standards. Provide input on impact of proposed development on City infrastructure.
- Prepare documents for submission to the Division of Planning and Regulatory Services including review letters, street acceptance and discontinuance plans, and private street conversion memos.
- Provide guidance on technical matters and furnish information on relevant regulations and standards to project proponents, residents, business owners, developers, and engineers.
- Review and perform stormwater analyses, field-based soil evaluations, wastewater system capacity analyses, wastewater connection applications, and utility will-serve requests.
- Interact with utility companies and other governmental agencies to assist in obtain necessary permits and clearances and ensure regulatory compliance. Coordinate with utility companies during planning and construction.
- Attend Planning Board, Zoning Board, Conservation Commission, and Interdepartmental Review Team meetings as required to provide technical and regulatory input for proposed projects.
- Manage and conduct correspondence with project proponents, developers, engineers, and other City departments and boards. Inform responsible parties of observed project deficiencies and offer guidance on proposed remedial actions.
- Work cooperatively with other City employees, consultants, contractors, private organizations, property owners, and the general public to facilitate project implementation and completion.
- Manage subordinates and administrative staff to support projects.
- Prepare various letters and reports.
- Perform other related duties as assigned.

SALARY RANGE : $79,123.58 - $103,835.35 annually, full-time, exempt, with an excellent benefits package.
