COMMUNITY HEALTH COORDINATOR OF BUILT ENVIRONMENT

The City of Worcester seeks qualified applicants for the position of Community Health Coordinator of Built Environment for the Public Health Division within the Office of Health and Human Services (HHS). Under the direction of the Chief of Community Health, the position will conduct detailed administration of local, state, and federal grants to support community initiatives relating to Division of Public Health priorities. The position will collaborate with community, clinical, neighborhood and social service agency partners to serve as a liaison for the Worcester Division of Public Health in efforts to enhance community health, promote sustainable infrastructure and mitigate the impacts of climate change. The position will lead research activities to support the implementation of strategic activities related to climate change resilience, built environment interventions and food security. Implementation will occur through work with external partners integrating these strategies within the Worcester community. The work will be in alignment with supporting the Community Health Improvement Plan (CHIP) initiatives.

ESSENTIAL ELEMENTS:

  • Work collaboratively with other departments on municipal efforts related to healthy community design, including the City of Worcester's Office of Sustainability and Resilience on municipal efforts related to climate resilience and Department of Transportation and Mobility on pedestrian, bicycle and public transit needs.
  • Monitor census tracts reflecting where the most vulnerable populations are located to focus intervention and prevention efforts.
  • Represent the division on the City of Worcester Transportation Advisory Group and the Central Mass Metropolitan Planning Organization.
  • Support and maintain functional maps related to public health, community design and climate resilience using tools like ArcGIS and ArcGIS online. Support mapping efforts that highlight areas vulnerable to climate impacts, focusing on equitable development.
  • Identify and analyze the correlations and linkages between several existing data sets, including primary data collection. Data will include crash site data, street conditions data, data on pedestrian access and bicycle access, health data, and socioeconomic status data.
  • Lead and contribute to the collection of primary data on community experiences with walkability, bicycle access, and neighborhood conditions, integrating climate resilience and sustainable urban design considerations.
  • Support and provide guidance to local agencies, advocacy groups, and community organizations, ensuring that climate change adaptation and mitigation efforts are considered in community design decision-making processes
  • Work with the WDPH Data, Research, and Epidemiology office to identify gaps in health and climate data to develop recommendations for local Boards of Health to address both public health and climate-related concerns.
  • Work with local coalitions and community organizations to improve food access and address food insecurity, considering the potential impacts of climate change on food systems and access in Worcester and surrounding areas.
  • Perform additional tasks as assigned by the Chief of Community Health or designee in a professional, efficient, and effective manner.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

  • ArcGIS, ArcGIS Online, and/or related software.
  • Proven management/coordination experience with community organizations/agencies.
  • Strong interpersonal skills and ability to effectively work in a multi-cultural context.
  • Proficiency in other electronic databases and Microsoft Office Suite.
  • Experience working with diverse populations.
  • Foundational knowledge of health equity, and cultural competence, and of diversity as it applies to individuals and populations (e.g., language, culture, values, socioeconomic status, geography, education, race, gender, age, ethnicity, sexual orientation, profession, religious affiliation, mental and physical abilities, and historical experiences).
  • Ability to analyze the correlations and linkages between several existing data sets.
  • Ability to maintain records and prepare reports.
  • Ability to facilitate inter-disciplinary teamwork.
  • Ability to conceptualize and organize projects into manageable tasks.
  • Ability to convene and facilitate meetings.
  • Ability to communicate in a professional, efficient, and effective manner.
  • Ability to read and interpret state and local laws and regulations.
  • Ability to commute to meetings.
  • Ability to work nights and weekends, as required.
  • Excellent written and verbal communication skills, strong public speaking skills.
  • Strong attention to detail.
  • Strong research, analytical and data skills.
  • Must have excellent time management skills and be able to prioritize tasks.

MINIMUM REQUIREMENTS:

  • Bachelor's degree in Urban Planning, Public Health, Transportation Planning and/or related field.

o An equivalent combination of education, training and five (5) years of experience which provides the required knowledge, skills and abilities to perform the essential functions of the job will be considered in lieu of the above requirements.

  • Experience with community driven urban planning practices.
  • Experience with community Engagement and Coalition Building.
  • Familiarity with the correlation between urban planning and public health.
  • Excellent verbal and written communication skills.

PREFERRED QUALIFICATIONS:

  • Master's degree in urban planning, Public Health, Transportation Planning and/or related field.
  • Two (2) years of experience working with GIS software.
  • Two (2) years of experience addressing food security related issues.
  • Two (2) years of experience leading community driven urban planning practices.
  • Two (2) years of experience in a project lead role.
  • Two (2) years of experience working for programs or projects that serve diverse populations.
  • Two (2) years of experience working with health equity and cultural competence initiatives.
  • One (1) year of experience with ArcGIS mapping/programming.

SALARY RANGE: $68,520 - $89,768 annually, full-time, exempt, with an excellent benefits package.
