HOMELESSNESS AND HUMAN SERVICES STRATEGIST

The City of Worcester seeks qualified applicants for the position of Homelessness and Human Services Strategist for the Homeless Services Division within the Office of Health and Human Services (HHS). Under the direction of the Commissioner of Health and Human Services, the Homelessness & Human Services Strategist provides advanced administrative support and is responsible for projects and programs to improve the model of care for the homeless population. This individual will ensure project efficiency and alignment with HHS’s mission and will work closely with the Homelessness Outreach staff, assist with the facilitation of task forces and required funding reporting and data collection. The Homelessness & Human Services Strategist provides direct administrative support to the Commissioner of HHS and participates in managing the grants application process for the department and special projects.

ESSENTIAL ELEMENTS:
- Provide general administrative support to the department including with the preparation of presentations, reports, and other related materials
- Create monitoring and evaluation plans for projects to measure success; logic models, survey development, Red Cap database development, HMIS data management systems and presenting outcomes of analysis.
- Coordinate programs, projects, initiatives and coalitions including scheduling, agenda creation, taking and communicating minutes, and facilitation as needed.
- Participate in the management and preparation of grant applications and the administration of grants awarded to the department.
- Provide project management and administrative support to HHS task forces and initiatives
- Attend weekly meetings with community stakeholders, coalitions, and State partners.
- Improve the model of care for the homeless population by working directly with clients and organizational partners
- Attend Continuum of Care meetings to support the needs of chronically homeless individuals and present cases as needed
- Analyze data with a population health lens to support institutional changes
- Conduct targeted outreach to gather data and assess the state of homelessness in the city, including engaging with individuals, collecting insights on needs and demographics, and identifying trends to inform policies and resource allocation.
- Other related duties as assigned.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
- Thorough knowledge and understanding of harm reduction strategies, health equity, and community engagement
- Demonstrated proficiency with computers and proficiency with Microsoft Office Suite (Word, Excel, Outlook, and PowerPoint.
- Ability to read and interpret Federal, State and local laws and ordinances; ability to work independently, exercise good judgment and make sound decisions
- Ability to think critically and problem solve
- Ability to establish and maintain effective working relationships with diverse populations, organizations, and interests
- Ability to maintain confidentiality
- Ability to conduct research, prepare grant applications, and to prepare detailed, accurate reports
- Ability to multitask in a fast-paced environment and complete assignments in a detailed, timely and organized manner.
- Excellent written and verbal communication skills
- Excellent research and data processing skills and ability to prepare clear and concise reports.
MINIMUM REQUIREMENTS:
- Bachelor’s Degree in Public Health or related field OR;
o An equivalent combination of education, training and five (5) years of experience which provide the required knowledge, skills, and abilities to perform the essential functions of the job will be considered in lieu of the above requirements.
- Experience managing projects and grant support
- Prior experience in community engagement and/or coalition building
- Excellent communication skills
- Demonstrated experience in working with diverse communities
PREFERRED QUALIFICATIONS:
- Master’s Degree in Public Health, or related field
- Five years of experience working with the Homeless population or underserved populations
- Three (3) years of experience including managing projects and grant support.
- Three (3) years of experience conducting research and data analysis
- Two (2) years of experience in community engagement and/or coalition building
- Two (2) years of experience with policy or strategic plan development expertise in Health Equity and/or Anti-Racist frameworks
- Two (2) years of experience creating presentation materials, preferably utilizing PowerPoint
SALARY RANGE: $61,612 - $80,730 annually, full-time, exempt with an excellent benefits package.
