DISTINGUISHING FEATURES OF THE CLASS:
This is an entry level investigative position with responsibility for the collection of information on discrimination complaints. The work includes interviewing, researching documents or other secondary research methods while receiving training in Human Rights topics. An incumbent in this class must be fluent in both English and Spanish. After the successful completion of one (1) year as a permanent competitive Human Rights Investigator Trainee, the incumbent is upgraded to Human Rights Investigator, without further examination, and is granted permanent status in that title. Direct supervision is received from administrative personnel. Does related work as required.

- Conducts interviews with complainants, respondents and possible witnesses during the investigation process of discrimination allegations;
- Documents details and outcome of each case;
- Assists in determining training needs for employees by conducting studies and evaluating results;
- Assists in selecting and/or training instructors for training programs;
- Acts as liaison between public and private agencies and organizations concerning training activities for employees;
- Prepares and submits written reports on information gathered during the investigations;
- Maintains, records and files a variety of records and reports.
- Working knowledge of problems and developments in the field of human rights;
- Working knowledge of inter group relations;
- Working knowledge of interviewing and investigative techniques;
- Working knowledge of research methods;
- Ability to establish and maintain effective working relationships with persons of diverse social, economic and cultural backgrounds;
- Ability to prepare clear, accurate and comprehensive reports;

- Ability to communicate effectively in both English and Spanish;

- Physical condition commensurate with the demands of the position.

Graduation from high school or possession of a High School Equivalency Diploma.
