The Position

The City of Yorba Linda is seeking a qualified candidate for Senior Management Analyst to perform analytical, fiscal, administrative, and supervisory duties. Responsibilities also include budget & financial analysis for the department, program / project management, policies and procedure development, organizational analysis, grant management, and contract administration. The successful candidate will work in the Public Works Department and report directly to the Director of Public Works / City Engineer, and will work closely with all sections of Public Works primarily with the Landscape Maintenance Assessment District (LMAD), Capital Improvement Program, Development Services, and Traffic sections. Areas of responsibilities will also include management of public outreach for Proposition 218 processes and the annual Engineer's Report, working closely with residents, other public agencies, and neighboring municipalities as well as overseeing staff report preparation for City Council meetings.

An incumbent in this advanced-journey level classification is expected to carry out advanced professional assignments requiring independent judgment in the performance of duties. The Senior Management Analyst position is distinguished from the Management Analyst position by the difficulty, scope, complexity, and autonomy of the work performed. The incumbent performs complex studies, research, and analysis relative to programs and their financial support; conducts studies of operations, service, and program activities including workflow, organizational structure, operating procedures, and staffing patterns; writes reports and recommendations for appropriate action based on the analysis of collected data. Prepares and monitors department budget; monitors revenues and expenditures on an ongoing basis; makes revenue projections; performs cost-benefit analysis; acts as liaison between the division or department and Finance. Coordinates assigned activities with other divisions, outside agencies, and the general public.

  • Plan, coordinate, implement, promote, and oversee significant programs, projects, and initiatives; oversee and participate in the development and implementation of program / project goals, objectives, policies, procedures, and priorities; oversee and participate in the development and implementation of strategies and workplans for the achievement of these goals.
  • Coordinate assigned services and program / project activities with those of other City programs, functions, departments and staff, boards, committees, and task forces as well as external agencies, groups, and the general public to ensure effective cooperation consistent with optimal efficiency, effectiveness, and economy; coordinate data, resources, and work products as necessary and upon request in support of a productive and positive working environment; represent the assigned area to public and private groups, organizations, and other City groups; provide information and assistance as appropriate.
  • Research contract service and supply needs; develop and negotiate contract terms; monitor contract compliance; mediate user / provider complaints; conduct on-site inspections to determine need or compliance; provide information to public on contracts or available loan or grant programs. Develop purchase orders, change orders, amendments, and other contract management tasks.
  • Conduct research, studies, and surveys on a variety of Departmental programs, systems, operations, or activities; evaluate data; make recommendations. May present reports of findings and recommendations on programs managed, operating and organizational procedures, pending and approved legislation and cost comparison.
  • Participate in the budget development process and budget monitoring activities for assigned areas of responsibility; coordinate, forecast, research, prepare, and present assigned operating and capital budget submission; review and analyze budget requests and budget changes; make recommendations and obtains final approval for changes; initiate accounting transfers, prepare budgetary amendments, and make adjustments as authorized; create data tracking and reporting systems; authorize expenditures based on funding availability; monitor monthly status; communicate financial status with management staff; research revenue enhancement options and makes recommendations. May prepare grant applications and monitor / administer grant-funded programs and contracts.
  • May select, train, motivate and evaluate assigned staff; provide or coordinate staff training; prepare performance evaluations; work with employees to correct deficiencies; recommend and implement discipline and termination procedures. May direct, coordinate, and review the work plan for assigned staff; identify and resolve problems; assign work activities and projects; monitor work flow; review and evaluate work products, methods and procedures.

    MINIMUM QUALIFICATIONS

    Five years of increasingly responsible journey level professional administrative and management analysis experience, preferably within a local government environment, supplemented by a Bachelor's degree from an accredited college or university with major course work in public administration, business administration, or a field related to area of assignment. An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying. A pertinent graduate degree is desirable.

    LICENSE & OTHER REQUIREMENTS

    Valid State of California Class C Driver's License.

    PHYSICAL REQUIREMENTS

    Work is performed primarily in an office environment. An incumbent uses a computer, keyboard and related equipment, data recording equipment, and may drive a vehicle on City business. The physical tasks of this position include sitting at a desk and computer terminal for sustained periods of time from two to four hours; walking, reaching, lifting and bending. Latter activities occur in variations throughout the day and are light in nature. This position has exposure to vibrations from a computer and other office equipment, and computer glare.

    EXEMPT / NON-EXEMPT

    This is a FLSA exempt position in the Mid-Management group. No overtime is paid for hours worked in excess of 40 hours per work week.

    BACKGROUND CHECK / PHYSICAL EXAM

    Individuals selected for employment will be required to take and pass a background check (fingerprinting) for all positions and medical exam for full time and permanent part time positions. The background check and medical examination are at City expense; and conducted by a law enforcement agency and physician designated by the City. Candidates who are currently working are urged not to resign until they have successfully passed the background check, physical examination and received a final offer letter.

    DISASTER SERVICE WORKER

    In accordance with Government Code Section 3100, City of Yorba Linda Employees, in the event of a disaster, are considered disaster service workers and may be asked to respond accordingly.

  • Retirement : CalPERS - Classic employees 2%@55 (Employee contributes 7%), plus 7% Employer Paid Member Contribution (EPMC). PEPRA (hired on or after January 1, 2013 or six month lapse between CalPERS agencies) 2% @ 62 (Employee contributes 7.25%). At the time of hire, you will be required to fill out a PERS Member Self-Certification form.
  • Health insurance : Employee receives $2,379 monthly health contribution. The balance between the premium and contribution may be placed in deferred compensation or received as cash. An employee may also opt out of health insurance with proof of insurance with the full health contribution being placed in deferred compensation or received as cash.
  • Dental / Vision insurance : City paid premium with up to $2,500 per year in benefits.
  • Flexible Spending Accounts available : $3,300 for health and $5,000 dependent care available.
