Position Summary
The purpose of this position is to enforce the Property Maintenance Code in order to ensure a safe, sanitary and good quality of life to the citizens of York. This is accomplished by patrolling assigned areas to identify violations; entering violations on electronic device(s); sending copies of violation notices to property owners; entering violation notices into the appropriate system; following up on violation notices to ensure that the violations have been corrected; filing of summary citations if the violations are not corrected; filing the paperwork in the city's filing system. Other duties include meeting with citizens and answering questions; preparing and teaching Citizen Inspector Courses; preparing and maintaining yearly spreadsheets; ensuring that complaints are transferred to the right department(s)/personnel.
Essential Functions
Enforces the Property Maintenance Code by investigating possible quality of life violations; entering complaints into the system or distributing complaints to the appropriate department; following up on complaints called into the office; taking pictures/documenting violations; attending staff meetings; attending court hearings.Sends complaint information to home owners by researching City databases for owner's information; preparing violation notices or typing up violation letters; posting violation notices/letters on properties and sending them to the owners.Performs Clerical duties by typing; answering phones; filing; copying and emailing; creating files.Provides customer service by receiving and returning phone calls; maintaining communications with citizens in the community and at the office; teaching Citizen Inspector Courses; providing support to other departments.
Required Knowledge, Skills And Abilities
Ability to exercise good judgment, tact, and discretion in dealing with individuals having business with The City of York and establish working relationships with co-workers, and supervisors.
Knowledge of the geography of the City of York.
Ability to learn the City of York's Codified Ordinances, including the Property Maintenance Code of the City of York, and to correctly apply them to actual field situations.
Ability to utilize necessary equipment, carrying out assigned duties while working effectively and efficiently with minimal supervision; and communicate effectively orally and in writing.
Ability to react efficiently and effectively in emergency and enforcement situations.
Ability to input and retrieve information from all Bureau software programs relevant to responsibilities.
Work in a variety of weather conditions with exposure to the outdoor elements.
Minimum Acceptable Training And Experience
High School Diploma or Equivalent required.
Over six months and including one (1) year work experience in a related field.
Valid Pennsylvania Class C Driver's License required.
Employee in this position must comply with Article 165 "Employment Provisions", of the Codified Ordinances of The City of York, Pennsylvania, Section 165.07 "Residency Requirements" effective February 1, 1994. All new employees, once their residence in the City is established, shall be required to maintain residence within the City during their employment. Failure to do so shall be determined to be a forfeiture of employment.
Must pass a background check, Drug Test and provide a PA Child Abuse History Clearance certificate with "No record" exist.
Note: Child Abuse History Clearance must be dated within one year from the date of application and must show that "no record exists".
