We are looking for someone to join Team Yuma as an Assistant Director of Neighborhood Services working with the City of Yuma Department of Planning & Neighborhood Services. The ideal candidate will assist with planning, directing, reviewing and evaluating a variety of housing and neighborhood services programs under the Neighborhood Services Division work plan.  Also, acts as the department director during the absence of the P&N Director. 

Under general direction, assists with departmental planning, organizing and directing of activities, functions, budgets, and programs; manages the federal entitlement resources received from US Department of Housing and Urban Development, and supervises staff for the City of Yuma Neighborhood Services Division; develops grant sources, secures funding and implements revitalization strategies, programs and projects to improve neighborhoods. Acts as the department director during the absence of the Planning & Neighborhood Services Director.

Essential duties and responsibilities may include, but are not limited to, the following:
 
  • Provides advice and counsel to Director; assists with planning, directing, reviewing and evaluating Planning and Neighborhood Services programs, and work performed; verifies compliance with all regulations, standards and policies.
  • Supervises allocation and administration of Federal Entitlement Program resources including but not limited to funding from the Community Development Block Grant and HOME Investment Partnership Program. 
  • Provides overall administrative and program support to the Yuma County HOME Consortium, including but not limited to contract management, meeting agendas and minutes, and coordinator with units of local government in Yuma County. 
  • Manages neighborhood revitalization programs and projects to improve the quality of life for residents.
  • Manages, coaches and trains staff, and evaluates performance; meets regularly with staff to discuss and resolve priorities, workload, resource allocation, budgets, technical issues, quality standards, and services; develops recommendations for improving customer services; assures work activities are in compliance with state and Federal regulations and standards.
  • Develops revitalization strategies that will have a sustainable and positive impact on distressed neighborhoods.
  • Develops and implements policies and procedures for grant-funded programs.
  • Researches and identifies public and private funding sources and requirements for neighborhood revitalization programs, projects and improvements.
  • Develops and maintains positive working relationships with Federal, State and private funding sources.
  • Prepares and submits grant applications to secure funding for programs and projects. Coordinates programs implemented by Planning and Neighborhood Services and oversees compliance monitoring of HUD-funded activities.
  • Administers and prepares required reports and complies with legal grant funding requirements.
  • Represents the department at public meetings, hearings, and events.
  • Supports the relationship between the City and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff; promotes the City goals and priorities, vision, values and the “Yuma Way”, and complies with all City policies and procedures.
  • Maintains absolute confidentiality of work-related issues and City information; performs other duties as required or assigned.
  
MINIMUM QUALIFICATIONS 
Education, Training and Experience Guidelines

 Bachelor's Degree in Business or Public Administration, Urban Planning, or related field, and four years redevelopment, economic development, Community Development Block Grant (CDBG), HOME and neighborhood revitalization program management experience, and one year of supervisory experience; OR an equivalent combination of education, training and experience. 
 
 
Knowledge of: 
  • City policies and procedures.
  • Federal, State and local rules and regulations governing community development, community housing, and neighborhood redevelopment, including HUD & CDBG and HOME performance standards and procedures.
  • Community service agencies and other local assistance programs.
  • Grant-funded project management accounting systems and documentation standards.
  • Record keeping and file maintenance principles and procedures.
  • Public housing program development and administration practices, procedures and regulations.
  • Neighborhood revitalization, economic development, and outreach practices and principles.
  • Public relations and customer service methods and techniques.
  • Program, project, budget, and contract management techniques.
 
Skill in:
  • Understanding and applying City, state and Federal statutes, ordinances, codes, and regulations.  
  • Interpreting HUD & CDBG documents and program regulations.
  • Supervising staff, delegating tasks and authority, and coaching to improve staff performance.
  • Reviewing financial and technical documents for completeness and accuracy.
  • Preparing technical reports and recommendations.
  • Reviewing, updating and maintaining files, reports and documentation for grant programs.
  • Operating a personal computer utilizing a variety of standard and specialized software.
  • Establishing and maintaining effective relationships with state and Federal agencies, public service organizations, stakeholders, and community leaders.
 
 
LICENSE AND CERTIFICATION REQUIREMENTS 
A valid Arizona State Driver’s License is required. Special training and certifications through HUD and Arizona Department of Housing are preferred.

 PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Work is performed in standard office environment; may be required to bend, reach, stoop, and lift objects.

Salary : $112,373 - $146,086
