We are looking for someone to join Team Yuma as a Housing Rehabilitation Specialist working with the City of Yuma Department of Planning & Neighborhood Services. The ideal candidate, under basic supervision, performs construction project management and inspection; assesses residential properties; and prepares construction plans, drawings, specifications and cost estimates for City of Yuma, Neighborhood Services Division (NSD), housing programs.

Essential duties and responsibilities may include, but are not limited to, the following:
Assesses homes of qualified homeowners to identify violations of the City’s current Property Maintenance Code and identifies and prioritizes repair needs; prepares construction drawings, cost estimates and project work specifications; prepares requests for proposals, reviews proposals, and chooses qualified contractors to perform specified work; Identifies home repairs which are eligible for correction, under the US Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) and HOME Investment Partnership Act (HOME) programs.
Monitors and inspects residential construction projects to ensure they are in compliance with contract documents and completed in a safe and timely manner; coordinates with eligible participants; coordinates with contractors to ensure that projects are completed per HUD regulations and NS Policies and Procedures.
Performs Inspection of rental properties to enforce compliance with the City’s current Property Maintenance Code; interacts with property owner and tenants, prepares inspection report that identifies repairs needed to bring the unit into compliance with current code, and inspects repairs after completion.
Assists program participants with questions, problems, and concerns, and responds within scope of authority; assures effective communications of project status, goals and objectives.
Assists grant subrecipients with management of construction projects.
Supports the relationship between the City of Yuma and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff; promotes the City goals and priorities, vision, values, and the "Yuma Way", and complies with all City policies and procedures.
Maintains absolute confidentiality of work-related issues and City information; performs other duties as required or assigned.
MINIMUM QUALIFICATIONS
Education, Training and Experience Guidelines
High School Diploma or GED equivalent, AND three years' experience working on construction projects or inspection, construction estimating or drafting OR an equivalent combination of education, training, and experience.
Knowledge of:
- City policies and procedures.
- Methods and techniques of inspecting buildings, structures and facilities for technical compliance.
- HUD, CDBG, and HOME program requirements for housing rehabilitation and construction.
- Project, budget and contract management techniques.
- City residential building codes, regulations and guidelines.
- Construction document preparation and interpretation.
- Building permit process.
Skill in:
- Understanding and applying Federal, State and City statutes, ordinances, codes, and regulations.
- Interpreting CDBG and HOME documents and program regulations.
- Inspecting homes to determine extent and feasibility of rehabilitation of the residence.
- Inspecting construction work in progress to verify compliance with contract specifications.
- Dealing tactfully and courteously with the public, evaluating situations, and following City procedures.
- Operating a personal computer utilizing drafting (AutoCad), word processing, spreadsheet, and other proprietary software.
LICENSE AND CERTIFICATION REQUIREMENTS
A valid Arizona State Driver’s License is required. International Code Council (ICC) Residential Building Inspector certification is required within one year of employment.
PHYSICAL DEMANDS AND WORKING ENVIRONMENT
Work is performed in standard office environment and in the field at a variety of public and private locations; may be exposed to safety hazards and dangerous tools and equipment.
