We are looking for someone to join Team Yuma as a Water Conservation Program Coordinator, working with the Department of Utilities – Water Administration Division. The ideal candidate will provide technical expertise and assistance in the development and implementation of the city of Yuma water conservation program.
Under general supervision, this job classification oversees the city’s water conservation and outreach activities by working with local and regional conservation groups, other city agencies, the public, and water system customers and users, and implementing modifications to elements of the conservation program. Maintains, analyzes, and reports program data; researches, analyzes, and interprets regulatory requirements as they pertain to water conservation, outreach, and water resources. Works with the Water Quality and Compliance Manager to develop improvements to related City policies and procedures.

Essential duties and responsibilities may include, but are not limited to, the following:
- Provides technical expertise and assistance in the development and implementation of the water conservation program; researches water conservation programs and techniques; coordinates water conservation program activities to secure necessary administrative and policy approvals for implementation and execution of such programs.
- Evaluates and researches policies on water resources including conservation based user rates, Drought Conservation Program and Drought Preparedness and Response Plan, rebates, ordinances, water budgets, and water resource master plans.
- Monitors compliance with applicable federal, state, and county regulations and programs, and Drought Preparedness and Response Plan alert levels; coordinates compliance activities, and reports schedules; drafts municipal codes to fulfill regulatory requirements; acts as liaison between cities, federal, state regulatory agencies, and organizations representing water conservation issues.
- Conducts studies, gathers data, manages water usage audits/water efficiency checks with major users to reduce water use and comply with the conservation program; and responds to general inquiries/complaints and information requests related to regulatory compliance issues; develops and/or implements specific water demand management strategies or programs, coordinates long range plans for water supply and water demand.
- Assists with preparation of annual water quality and use reports; responsible for the timely and accurate collection, analysis, and reporting of information and data; collaborates with water services staff to collect data for reporting requirements to external individuals.
- Creates opportunities for public participation, outreach, and education on water conservation goals, objectives and methods by developing, distributing and maintaining various media outreach and communication materials to include workshops and presentations; occasionally works weekends and nights at public events such as regional, state, and local meetings, fairs, open houses, & exhibits.
- Assists in budget data collection and monitoring of the division’s budget; prepares cost estimates, budget estimates and controls expenditures for projects; may recommend budget allocations. Seeks out grant opportunities to be forwarded to city grant writer.
- Reviews and recommends program objectives, goals, policies, laws, and regulations affecting water use and conservation; makes recommendations for new or revised policies, procedures, and regulation to support water resources or conservation goals.
- Reviews building/landscape plans to determine percentage of water, ensure water conservation compliance review, and approve landscape rebate applications.
- Supports the relationship between the City and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff; promotes the City goals and priorities, vision, values and the “Yuma Way”, and complies with all City policies and procedures.
- Maintains absolute confidentiality of work-related issues and City information; performs other duties as required or assigned.
MINIMUM QUALIFICATIONS
Education, Training, and Experience Guidelines
Associate's Degree in Natural Resources, Environmental Science, Environmental Studies, or related field; AND two years of experience in water resource and/or conservation management, planning, analysis, or closely related work; OR an equivalent combination of education, training, and experience. Knowledge of water resource industry in Arizona and a Bachelor’s degree is preferred.
Knowledge of:
- City policies, procedures, and utilities regulations governing water/wastewater utilities.
- Federal, state, and local laws, rules, standards, and guidelines.
- Principles and practices of water conservation and water resources.
- Bureau of Reclamation (BOR) and Arizona Department of Water Resources (ADWR) regulations, standards, and principles for water use and conservation.
- Xeriscape, landscape, and irrigation installation and maintenance standards and practices related to local water conservation.
- Water conservation and resources planning, budgets, education methods, materials, techniques, and practices.
- Water, sewer, recharge, and reuse systems.
- Analytical procedures, research methods, practices, report preparation, and presentations.
- Safe work practices, occupational hazards, and safety precautions.
- City geography, traffic patterns, streets, landmarks, and facility locations.
Skill in:
- Researching, analyzing, and interpreting complex technical data and applicable laws, City code, regulations, policies, and procedures.

LICENSE AND CERTIFICATION REQUIREMENTS
A valid Arizona State Driver’s License is required. Additional specific technical training and certifications may be required.
PHYSICAL DEMANDS AND WORKING ENVIRONMENT
Work is performed in an office and field environment. Requires ability to bend, reach, stoop, and lift objects up to 50 pounds. May be exposed to loud noise, safety hazards, dangerous tools and equipment, varying weather conditions; safety precautions must be followed, including use of safety equipment. Will occasionally work weekends and evenings as well as travel to/from meetings and other public events.
Salary : $30 - $39
