Summary: Coordinates a comprehensive safety and risk management program including the areas of accident prevention, safety training, emergency preparedness, loss prevention, and OSHA compliance for New Orleans City Park. This position also assists in the oversight of asset and fleet management for New Orleans City Park, including maintaining inventories.

For over 170 years, New Orleans City Park has provided access to abundant natural and cultural resources, connecting Southeast Louisiana residents and visitors to the region’s most iconic park. Spanning over 1300 acres, the Park is one of the largest urban parks in the United States and welcomes over 16 million visits a year. City Park is home to the New Orleans Botanical Garden, Couturie Forest and Arboretum, City Park Amusements and Storyland, athletic stadiums, golf, and tennis facilities, the Louisiana Children’s Museum, and the largest grove of mature live oaks in the world, some of which are nearly 800 years old.

The mission of City Park Conservancy is to preserve and improve Park spaces for recreational, educational, cultural and beautification purposes.

Job Duties for this Position Include:

Safety Management:

  • Promotes a strong safety and environmental compliance culture, implementing programs to ensure Best Practices in employee safety, environmental, and Park regulatory compliance;
  • Oversees the administration of safety training, conducts quarterly safety inspections, manages first aid program and inventory, revises written safety programs annually, manages PPE inventory, and oversees fire extinguisher maintenance program;
  • Works collaboratively with department safety coordinators in identifying, defining, addressing, eliminating, and resolving workplace hazards and risks in the areas of personal injury and property;
  • Coaches, mentors, and trains leaders to perform accident and injury reporting for injuries occurring on site or on the job;
  • Expands Safety and Risk Management assets in the Brightley software system;
  • Reviews pending lawsuits, coordinate and compile discovery reports, and advises insurer and legal representatives when appropriate relating to Park incidents;
  • Conducts incident investigations in coordination with the Senior Safety and Risk Manager and in conjunction with Department Directors and/or HR Management to partner with the Insurers, Third Party Administrator and/or the Office of Risk Management (ORM) to manage claims;
  • Performs observations and audits to monitor the effectiveness of the Park’s safety initiatives and ensure regulatory compliance, including OSHA compliance; Prepares reports of audit findings and collaborates with the Leadership Team regarding appropriate corrective actions;
  • Ensures Park’s emergency response plans are in place; supports the execution of responses plans in the event of an emergency; Supports the emergency functions of the Park through the insurance claims process and other national disaster grant programs (i.e., FEMA);
  • Assists with developing the department’s expense budget and continuously monitor costs to anticipate and control variances;
  • Develops incentive-based programs for employee safety and reporting.

Property and Fleet Management

  • Responsible for assisting in the development, implementation, and enforcement of policies and regulations regarding moveable park assets and fleet management;[RD3] [BB4]
  • Assists in managing moveable park assets and vehicle safety through maintenance of records, conducting periodic inventories and inspections, and by disposing of excess property and obtaining releases from accountability for lost or stolen property;
  • Inspects signs throughout the park while recommending necessary changes or replacements;
  • Maintains Property exposure report in coordination with the Senior Safety and Risk Manager;
  • Reviews pending lawsuits, coordinates and compiles discovery reports, and advises insurer and legal representatives when appropriate relating to fleet in coordination with the Senior Safety and Risk Manager.


QUALIFICATIONS & EDUCATION REQUIREMENTS:

  • BA or BS from an accredited university in a related field and a minimum of three (3) years of safety and risk management experience highly preferred; or five (5) years combination of education and experience may be considered;
  • OSHA 30 Certification
  • Must have demonstrated knowledge of Health and Safety laws and regulations, OSHA compliance, safety training, project management, procedure development, computer, and communication skills;
  • Ability to effectively communicate with personnel at all organizational levels, vendors, and state/federal regulators;
  • Brightley Software experience is strongly preferred;
  • Candidate must be a self-starter with a high degree of initiative and ability to work independently;
  • Advanced in the use of Microsoft office business applications.

The employee may also be required to reach, walk, stoop, kneel, crouch, reach, push, pull, finger, talk, or hear. Specific vision abilities required by this job may include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus to make general observations of facilities or structures. The employee must be able to perceive the nature of sounds at normal speaking levels with or without correction and can receive detailed information thorough oral communication, and to make fine discriminations in sound. The physical demands will require the employee to frequently lift, adjust or move objects up to 10 lbs. and occasionally lift, adjust, or move objects up to 20 lbs.

Duties will occur both inside and outside. While performing the duties of this job, the employee is regularly exposed to moving mechanical parts, moving vehicles, electric current, working in high places, and exposure to high heat or exposure to chemicals and infectious diseases. The worker will be required to function in narrow aisles or passageways. The employee will occasionally be exposed to outside weather conditions: extreme cold, vibration, wind, and wet and/or humid conditions. The noise level in the work environment is typically quiet indoors and usually normal for an outdoor environment, with occasionally elevated levels of sound during special events.

[BB2]I edited to "assists in the oversight of" which may be more accurate. I do plan on having this position assist with inventories and fleet eventually. I understand that Will Murphy is Fleet Manager, while Safety and Risk Management handles the compliance end (state asset coverage, managing fleet assets in the recoup system, updating RC04 when required for mobile assets, etc.) This position will eventually be involved in these Risk Management functions but the focus initially will be managing and collaboratively expanding the safety program.

Essentially, I'd prefer this position to assist as needed with fleet management/compliance once I get the position up to speed, however, I will be primarily managing Safety and Risk Management's fleet responsibilities. This position will definitely be involved in fleet policy discussions, inspections, and removals.
