PURPOSE OF POSITION:
Under the direction of the Manager-Natural Gas and Water Engineering or designee, supervises and coordinates the activities of the Natural Gas and Water Engineering Sections to provide completed projects, studies, and technical service or assistance to other related departments. Interprets and administers policies and directs the work of the department through subordinate personnel.
ESSENTIAL JOB FUNCTIONS:
1. Directs activities of assigned engineering personnel in area of responsibility. Responsible for the engineering design of natural gas and water infrastructure to ensure safe, reliable, and cost-effective development, operation, and maintenance of the natural gas and water systems.
2. Directs and coordinates, through subordinate engineering and supervisory personnel, the design and review of natural gas and water distribution expansion, relocation, and replacement projects. Oversees the review of plans from external agencies (e.g., streets, sewers, plats) and manages the preparation of engineering plans and cost estimates for related natural gas and water utility work.
3. Responsible for developing, maintaining, and communicating departmental team goals to ensure the timely completion of all work. Provides performance and project metrics to operations, construction, and management as needed.
4. Manages assigned budget projects within the Natural Gas and Water categories as delegated by management. Responsibilities include budget preparation, monitoring, and reporting to ensure budgetary goals are met.
5. Interfaces with outside agencies at all levels of government.
6. Reviews and approves natural gas and water engineering plans and construction drawings.
7. Prepares special studies and reports as requested by management and consults on other technical projects related to natural gas and water facilities.
8. Ensures that Natural Gas & Water Engineering takes an active role in monitoring compliance with existing federal and state regulations and utility policies to ensure safe operating and reliable natural gas and water distribution systems.
9. Responsible for the creation and maintenance of natural gas and water construction standards, material standards, and contract specifications.
10. Interviews and selects consulting engineers as needed. Reviews bids and makes recommendations to contract awards. Reviews and approves consultant work and directs payments for services.
11. Coordinates and assists in the preparation of planning documents and studies, including the Natural Gas and Water Master Plans. Contributes to system modeling and forecasts future load growth to assess the adequacy of natural gas and water distribution systems.
12. Responsible for monitoring encroachment into established easements and protecting CU’s ability to operate, maintain, and replace its natural gas and water infrastructure.
13. Performs other related duties as assigned by management.
QUALIFICATIONS:
Education and Experience:
Bachelor of Science degree in civil, mechanical, or related engineering discipline from a college or university with a program accredited by the Accreditation Board for Engineering and Technology. Six or more years’ recent progressively responsible engineering experience. Must have experience in administering, planning, and conducting engineering programs. Specialized course work beyond the undergraduate level may be considered in lieu of some experience requirement on a year for year basis. Supervisory experience is preferred.
Licensing/Certification:
Must have a current Missouri Professional Engineer Registration Certification. A valid driver’s license (minimum Class F) is required.
Knowledge, Skills, and Abilities:
- Working knowledge of the technical problems and practices applicable to all functions of natural gas and water distribution systems.
- Ability to:

- Demonstrate and interpret policies and procedures, and have a good working knowledge of national, state, and local laws and regulations and apply utility engineering practices and techniques.

Physical Requirements:
Typically, sedentary work. Ability to express or exchange ideas by means of the spoken word and receive detailed information through oral communication is required. Substantial movements of the wrists, hands, and/or fingers, and close visual acuity to operate a computer is required. Position may require bending, stooping, pushing, and pulling. Also, may require lifting up to 20 pounds, on occasion.
Working Conditions:
Normal office environment. May perform duties on facility sites in all weather conditions.
Miscellaneous Requirements :
- Subject to Department of Transportation’s and/or Public Service Commission’s drug testing requirements.
- Must be able to work successfully with diverse groups of people.
- Employee must remain alert and aware of their surroundings at all times and maintain the ability to respond to changing circumstances in a timely manner.
