Civic Works is an AmeriCorps program. Our AmeriCorps members tutor and mentor students, create community parks and gardens, help homeowners conserve energy, grow food for low-income residents, rehabilitate abandoned houses, involve families in Baltimore City schools, make homes safer for older adults, and recruit volunteers. Civic Works also trains Baltimore residents for employment in the healthcare and green job industries. 

In addition to the important work that Civic Works does in the community, over the past five years, it has also been engaged in internal efforts to operationalize racial equity as an organizational practice.  


Position Summary – Director of Human Resources 

Civic Works is seeking a dynamic and forward-thinking Director of Human Resources who will lead, direct, and further develop Civic Works’ internal policies related to human resources, compliance, and the organization’s talent strategy. Another priority for this position is in supporting Civic Works’ Equity Council and the larger organization-wide equity and inclusion work. You will play a key role in centralizing and standardizing HR functions, ensuring HRIS utilization, and advocating for a culture of fairness and transparency. This role is an in-office position, though some telework may be possible.



Duties/Responsibilities:

  • Collaborates with senior leadership to understand the organization's goals and strategies related to staffing, recruiting, and retention. Participates in regular senior leadership and management team meetings.
  • Plans, leads, develops, coordinates, and implements policies, processes, training, initiatives, and surveys to support the organization’s human resource compliance and strategy needs. 
  • Administers or oversees the administration of human resource programs including, but not limited to, compensation, benefits, and leave; disciplinary matters; disputes and investigations; performance and talent management; productivity, recognition, and morale; occupational health and safety; and training and development.  
  • Collaborates with and supports the work of the Equity Council and committees; attend all Equity Council meetings.
  • Supports organizational change processes for advancing equity across workplace practices and strengthening employee engagement.
  • With the HR generalist, conducts new staff orientation and ensures that sexual harassment and other critical training for new staff is provided each year.
  • Identifies staffing and recruiting needs; develops and executes best practices for hiring and talent management.
  • Conducts research and analysis of organizational trends including review of reports and metrics from the organization’s human resource information and talent management system (HRIS). The system in use currently is Paycom.
  • Monitors and ensures the organization’s compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews and modifies policies and practices to maintain compliance.
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; applies this knowledge to communicate changes in policy, practice, and resources to upper management.
  • Facilitates professional development, training, and certification activities for HR staff. Maintains a database of professional development undertaken by staff each year. Develops a training committee with interested staff to develop new training/PD programs for staff.
  • Helps hold the organization accountable to meeting its equity and inclusion goals and organizational development goals as outlined in Civic Works’ strategic plan.
  • Performs other duties as assigned.

  • Proven time management skills with an ability to meet deadlines.
  • Demonstrated experience working in racially, ethnically, and culturally diverse work environments. 
  • Creativity and enthusiasm for Civic Works’ mission.
  • Proficient with Microsoft Office Suite or related software.
  • Proficient with or the ability to quickly learn the organization’s HRIS talent management systems.


Education and Experience: A mix of education and experience will be considered. 

  • Bachelor’s degree in Human Resources, Business Administration, or related field required; Master’s degree preferred. 
  • At least three years of human resource management experience is required. 
  • SHRM-CP or SHRM-SCP certification are highly preferred.
