Civic Works AmeriCorps members tutor and mentor students, create community parks and gardens, help homeowners conserve energy, grow, and distribute food for low-income residents, rehabilitate abandoned houses, involve families in Baltimore City schools, make homes safer for older adults, and recruit volunteers. Civic Works also trains Baltimore residents for careers in construction and clean energy.

Position Summary
Civic Works is seeking an experienced Facilities Construction Manager to lead and coordinate construction projects across our facilities. This role is essential to maintaining and improving our facilities, ensuring they support our mission and meet the needs of our programs. You will oversee projects ranging from routine building maintenance to multi-million-dollar capital improvements, working closely with internal staff and external contractors to achieve successful outcomes.
 

Primary Responsibilities

I. Internal Project Management

  1. Manage all project activities and assign the Facilities Manager to designated tasks to ensure the delivery of a successful project.
  2. Collaborate with Program Managers at each of the four (4) Civic Works facilities to prioritize projects based on need, severity, cost, and other determining factors.
  3. Evaluate and determine appropriate construction methods and the most cost-effective plan and schedule.
  4. Determine resources required to complete projects, including staff and materials.
  5. Establish, track, and manage project schedules.
  6. When necessary, recommend the selection of and oversee hired subcontractors.
  7. Ensure compliance with all federal, state, county, and city codes and regulations.
  8. Responsible for ensuring safety compliance within OSHA standards.

II. Contractor Project Management

  1. Manage multi-million dollar capital improvement projects.
  2. Draft, submit, and manage RFP’s and RFI’s.
  3. Oversee and document the design, pre-construction, and construction activities, and inspect all phases for quality and specifications.
  4. Review engineering and architectural drawings and specifications, and monitor progress to ensure compliance with plans and schedules.
  5. Negotiate contracts based on expertise, labor, and materials.
  6. Must have a keen understanding of change orders and their impact on projects.
  7. Transition projects from construction through occupancy, as necessary.
  8. Effectively communicate with all outside vendors, contractors, and subcontractors.
  9. Maintain and develop client relationships.
  10. Review, approve and process contractor invoices.
  11. Ensure compliance with all federal, state, county, and city entities, including permitting.
  12. Work closely with the Director of Operations and Program Managers throughout the life of each project.

III. Managerial Responsibilities

  1. Supervise the Facilities Manager by establishing outcome-based goals, monitoring their progress toward meeting these goals, and providing regular feedback and coaching
  2. Conduct annual performance evaluations for all managed staff 
  3. Address performance issues and create performance improvement plans, as needed
  4. Support career advancement plans by identifying internal and external opportunities for professional development
  5. Create a strong team environment that fosters teamwork, cooperation, collaboration, accountability, and continuous improvement across Civic Works
  6. Apply an equity and inclusion lens across all management practices
  7. Approve time sheets, time-off requests, and other supervisory forms in a timely manner
  8. Support conflict de-escalation, as needed

 

Secondary Responsibilities

  1. Responsive to all internal and external communications

Qualifications


Experience and Qualifications

  1. 4 years of experience in residential or commercial construction, or similar fields.
  2. Ability to read and understand construction documents, blueprints, structural drawings and plan sets.
  3. Experience with project management, including analyzing budgets, setting schedules, and overseeing staff at multiple sites.
  4. Strong written and oral communications skills to draft documents, send external emails, and complete other front facing communication.
  5. Proficient with Microsoft Office and other applicable computer software programs.
  6. Knowledge of industry practices, processes, and standards, including building codes, zoning ordinances, OSHA, and other relevant safety regulations.
  7. Experience with the Material Submittal process, RFP's and RFI's.
  8. Strong interpersonal and leadership skills.

 

Physical Abilities

  1. Must be able to stand for prolonged periods of time.
  2. Must be able to lift, bend, stoop, climb, reach, and lift 40 or more pounds at a time.
  3. Must be able to operate small and/or heavy machinery necessary to complete tasks.
  4. Must be able to perform during all types of weather conditions.
  5. Must be able to withstand higher than normal noise levels, with proper ear safety.

Salary : $60,000 - $75,000
