Position Summary

Provide policy research, analysis, and support for the Civilian Police Oversight Agency (CPOA); perform a variety of technical tasks relative to assigned areas of responsibility; contribute to the development, review, and revision of Standard Operating Procedures (SOPs) in accordance with local, state and federal laws and regulations; stay abreast of current and changes in related policies and procedures in local, state, and federal laws; provide highly responsible and complex administrative support to the CPOA leadership; Work is performed under the direction of the Director of the CPOA.

Minimum Education, Experience And Additional Requirements

Education and experience directly related to the minimum requirements below may be interchangeable on a year for year basis.

Bachelor's degree from an accredited college or university in political science, criminal justice, public administration, or related field; and

Five (5) years of public administration or public policy analysis experience.

To include two (2) years of lead experience.

ADDITIONAL REQUIREMENTS:

Possession of a valid New Mexico Driver's License, or the ability to obtain by date of hire.
Possession of a City Operator's Permit (COP) within six (6) months from date of hire.
Experience in operating the policy database management system and internal affairs database management system or acquire this training within six (6) months of hire date.

  • Pertinent Federal, State, and local codes, laws and regulations
  • Principles of the legislative process
  • Principles and practices of policy development and implementation
  • Principles of business letter writing and basic report preparation
  • Methods and techniques of research, data collection, and analysis
  • General practices, services, and operations of municipalities
  • Modern office procedures, methods, and equipment, including computers
  • English usage, spelling, grammar, and punctuation
  • Current changes and/or developments in applicable federal, state, local laws, and policies and procedures

Preferred Skills & Abilities

  • Provide staff assistance and policy analysis support to CPOA leadership
  • Review, analyze and assess programs, policies, and operational needs to make appropriate recommendations for adjustments
  • Analyze issues, concerns, and needs to identify alternative solutions, project consequences of proposed actions, and make recommendations
  • Research, analyze, and evaluate legislative policy options and alternatives
  • Understanding of data analysis and how to utilize data in research
  • Interpret and apply Federal, State, and local policies, laws, and regulations
  • Effectively communicate policies and/or procedures in a manner easily understood by a broad spectrum of individuals.
  • Work effectively with diverse populations
  • Operate office equipment, including computers and supporting word processing and spreadsheet applications
  • Establish and maintain effective working relationships with those contacted in the course of work
  • Prepare clear and concise reports
  • Perform and maintain quality work while prioritizing and managing multiple deadlines
  • Perform the essential functions of the job with or without reasonable accommodation
