Description

The Holocaust Community Services (HCS) Program Manager position is a once-in-a-lifetime opportunity to support a very special population of aging Holocaust Survivors while working alongside a team of dedicated social service professionals. A program of CJE SeniorLife and Jewish Federation of Metropolitan Chicago, HCS provides comprehensive financial and psychosocial assistance to more than 1,500 Holocaust survivors living in the Chicagoland area. The HCS Program Manager plays a key leadership role, working closely with the Senior Director to supervise the administrative team, manage grants, oversee the program budget, and contribute to strategic oversight and programmatic decision making. The HCS Program Manager may also carry a small case load of clients for case management and/or counseling depending on training, skills, and interest.

Compensation: $75,000

Shift

8:30am-5:00pm Monday through Friday, some nights and weekends may be required as needed

Essential Duties and Responsibilities

  • Play a leadership role in the management, development, and implementation of a Metropolitan-wide inter-agency program serving approximately 1,500 aging Holocaust survivors and their families.
  • In compliance with funder and agency regulations, develop and administer HCS policies, procedures, and workflows for providing services to clients; provide leadership and guidance to HCS staff.
  • Partner with the Jewish Federation Grants team to draft and manage grant applications and reports, and to provide information to funders as requested.
  • Take primary responsibility for oversight of HCS financial management and budgeting, including monitoring program budget, tracking grants and expenses, developing service projections, and working closely with our CJE finance department on grant billing processes.
  • Oversee and partner with HCS administrative staff to plan, organize, and execute a diversified administrative workload
  • Supervise Critical Supports Coordinator (CSC) to ensure the accuracy and timeliness of the HCS Emergency Financial Assistance (EFA) program
  • Serve as administrative liaison to other CJE departments that support and work with HCS, including IT, Finance, Central, Concierge and Intake, and other Community Services departments to ensure smooth data management, client reimbursements, and client services.
  • Represent HCS at interagency, community organization, or funder meetings. Participate in and/or support training and presentations conducted by HCS leadership. Assist with preparing and presenting materials/documentation.
  • Develop relationships with partnering agencies to ensure smooth implementation of various program components, and to share best practices, eligibility and operational information about HCS services, financial assistance, reparations/restitution and other issues related to serving survivors and their families.
  • Demonstrate awareness, sensitivity, and knowledge of person-centered, trauma-informed care and the integration of this approach into all facets of a multi-service program that is providing financial and psychosocial support to survivors.
  • Understand the confidential nature of client and CJE information and comply with all confidentiality requirements.
  • Position may include the opportunity to carry a small, clinical case load for case management and/or counseling.
  • Position may include the opportunity to supervise HCS staff in comprehensive case management and clinical services for survivors, including conducting intakes for program services, providing information and referrals for external resources, providing ongoing case management, counseling, support groups, and assistance in understanding and navigating complex Holocaust reparations/restitution processes.
  • Other tasks as assigned.

Requirements

  • Graduate of an accredited college or university with a master's degree or equivalent degree in social work or related field.
  • 3-5 years' experience in nonprofit program management, development, and administration including:
    • Supervisory experience
    • Experience managing program budgets
    • Experience with grant writing and reporting
  • Experience providing direct social services to older adults or other vulnerable populations is preferred.

  • Working Environment: The role is typically performed in a standard office environment with moderate noise levels. The workspace is climate-controlled, and the use of computers, telephones, and office equipment is necessary.

  • Dexterity Conditions: The role requires frequent use of hands and fingers for typing, using a computer, and handling office equipment.
  • Speaking Conditions: Clear verbal communication is essential, as the HCS Program Manager will frequently interact with clients, vendors, and internal teams via phone, video conference, and in person. The role may require leading meetings, giving presentations, and facilitating group discussions.
  • Hearing Conditions: Good hearing is necessary for communication during meetings, phone calls, and video conferences. Occasional exposure to noisy environments may occur, such as on job sites or during external events.
  • Sitting/Standing/Squatting Conditions: The role requires prolonged sitting while working at a desk or computer. Occasional standing, walking, or squatting may be necessary during meetings, site visits, or conferences.
  • Exposure to Harmful Substances Conditions: This position typically does not involve exposure to harmful substances.
  • Travel requirements: Moderate travel may be required for client meetings, site visits, or project-related events. The HCS Program Manager is expected to maintain flexibility in travel schedules.
  • Remote vs On-Site Requirements: The position offers a hybrid work arrangement, with the option for remote work depending on project needs and team coordination. However, the HCS Program Manager is expected to be on-site for critical meetings, project assessments, and site visits. The role demands flexibility in terms of both remote and on-site work environments.
