CLACKAMAS COUNTY CHILDREN'S COMMISSION, INC.
CONTROLLER
GENERAL OBJECTIVE: To support the Finance Director and the agency’s mission by maintaining the general ledger in compliance with generally accepted accounting principles (GAAP), federal and state cost principles, establishing reasonable controls and risk management, and improving operational effectiveness.
REPORTS TO: Finance Director
SUPERVISES: No direct reports
CLASSIFICATION: Exempt; non-represented
DURATION: 52 weeks per year
PAY GRADE: LL
ESSENTIAL FUNCTIONS:
- Collaborate with the Finance Director to ensure OMB Cost Principles for Non-Profit Organizations are followed.
- Lead annual financial and retirement plan audits.
- Assemble and provide information to auditors supporting the annual 990 information return.
- Reconcile general ledger and sub-ledgers monthly and review P&L for proper expense classification.
- Perform and/or supervise balance sheet account reconciliations and analysis, along with preparing and/or approving any required adjusting journal entries.
- Provide information to auditors and funders and translate financial concepts for non-financial individuals.
- Collaborate with department directors in financial and operational matters.
- Manage accounting system data integrity, performing analysis and running fiscal reports as needed.
- Support budget preparation for the agency and for various grant applications.
- Support Finance Director in monthly reporting, special projects, and ad-hoc reporting as requested.
- Manage fixed assets and capital projects.
- Oversee and monitor all grants and contracts, ensuring conditions met, documented, and in compliance with requirements.
- Review payroll and employee benefits processing and maintain labor allocations.
- Record recurring journal entries for payroll, benefits, and other recurring items.
- Review accounts payable for accuracy, monitor allocations, and ensure reasonable discounts are taken.
- Track and report grant receivables.
- Provide training, guidance, and assistance to finance and non-finance staff.
- Flexible in handling tasks beyond formal job responsibilities.

JOB QUALIFICATIONS:
Education and Experience:
- Bachelor's degree in accounting, finance, or business, or equivalent combination of education and experience.
- Five or more years of progressively responsible experience in accounting, with a minimum of two years in non-profit accounting.
- Practice of compliance with OMB Circular Cost Principles for Non-Profit Organizations.
- Strong familiarity with payroll processing and state and federal reporting guidelines.
- Knowledge of employee benefits and retirement plans.
- Familiarity with the non-profit funding and grant reporting cycles.
Skills and Abilities:
- Intermediate to advanced skills in Microsoft Office Suite and fund accounting systems.
- Excellent verbal and written communication skills.
- Exceptional attention to detail and strong organizational skills to consistently meet deadlines.
- Ability to positively interact with families of various cultural and socio-economic backgrounds.
- Ability to possess and maintain a valid driver’s license and insured vehicle available for use on the job (or have alternative transportation).
- Ability to possess and maintain compliance with State of Oregon Criminal Background Registry.
- Ability to possess and maintain current First Aid/CPR certification.
