PAY AND BENEFITS

Annual Pay Range :  $54,711.89 - $68,868.87

Hourly Pay Range :    $26.303793 - $33.110035

  • Bilingual skills are compensated at an additional 5%
  • Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

  • If you answered “yes” to the questions above, please read on!  We are searching for a motivated, self-directed and highly dedicated individual with strong communication and interpersonal skills to join our Victim Assistance program as a Grant-Funded Bilingual Bias Crimes Victim Advocate at the Clackamas County District Attorney's (DA) Office. If selected for this position, you will play a critical role in providing victims of crime in Clackamas County with support and information to help them access rights afforded them under the law as well as referrals to appropriate services to help them rebuild their lives. In this role, you will focus on ensuring prompt notice of statutory and constitutional rights to victims of crimes in Clackamas County and providing comprehensive advocacy to victims of bias crimes and incidents as well victims of other crimes. As an advocate, you will serve as the liaison for victims of crime with law enforcement, the District Attorney’s Office, the courts and other programs.

    The DA’s Office prosecutes crimes committed in Clackamas County and provides legal support services to ensure expedient criminal prosecutions, child support enforcement and assistance to crime victims. The Victim Assistance Program within the District Attorney's Office provides advocacy services to crime victims while working to ensure they have a meaningful role in the criminal justice process.

    As an employee of the Clackamas County District Attorney’s office, which plays a role in providing justice and upholding the rule of law, you will be required to meet the highest standards of professional conduct and ethics while on the job, as well as maintain those same high standards when taking actions in your personal life that could reflect on the Department.

    Required Minimum Qualifications / Transferrable Skills :

  • A minimum of two (2) years of relevant experience (paid or unpaid) providing direct victim services through advocacy in a victim service program
  • Basic understanding of Crime Victim Rights
  • Experience assessing client needs to provide appropriate information and referrals
  • Bilingual skills / proficiency in any language (Spanish, Russian, or Vietnamese languages are of highest demand)
  • Note : bilingual skills will be validated / tested at time of interview and / or selection process
  • Training or experience working with culturally diverse communities
  • Preferred Special Qualifications / Transferrable Skills :

  • At least two (2) years of experience working as a Victim Advocate in a prosecution-based program
  • Thorough knowledge of Oregon Victim Rights and experience assisting victims in accessing their constitutional and statutory rights to participate in the criminal justice system
  • Knowledge of the criminal justice system and court process
  • Experience providing advocacy to victims in crisis, such as during a sexual assault exam or in the immediate aftermath of a crime
  • Experience advocating for victims of bias incidents or advocating for people from diverse communities within the Criminal Justice System
  • Bachelor's degree in Social Work, Criminal Justice or a related field
  • Successful completion of the Clackamas County Victim Assistance Basic Volunteer Advocate training or equivalent from another prosecution based program
  • Successful completion of Oregon State Victim Assistance Academy (SVAA) with the minimum status of a Basic Certification
  • Pre-Employment Requirements :

  • TYPICAL TASKS

    Duties may include but are not limited to the following :

  • Provide crisis intervention 'call out' assistance to victims of crime during normal work hours and after hours at supervisor's request, which includes driving to offsite locations, such as hospitals, crime scenes, schools and other designated areas with law enforcement per program policy.
  • Notify victims of all court and hearing dates as it relates to their case as well as accompany victims to interviews, meetings, grand jury, trial and other court hearings as needed.
  • Act as liaison between the victim, law enforcement, prosecutors, and the community to ensure a more positive experience for the victim in the Criminal Justice System. This includes working collaboratively to meet the immediate needs of victims & provide ongoing emotional support.
  • Assist in providing victims with Victim Rights information, Crime Victims Compensation applications, VISOR notification, Parole Board notification, Restitution notification and Sex Offender Notification.
  • Support the program's volunteer advocates through training and mentoring.
  • Work collaboratively with others in the DA's Office to establish a Bias Crimes MDT. Provide presentations and / or participate in trainings and collaborative meetings with other professionals, schools and local civic organizations, as requested by the Program Director. Enhance the community knowledge of bias crimes the legal system. Promote a greater understanding of the functions of the Criminal Justice System, victim rights and available resources.
  • Utilize language competency to advocate for victims whose primary language is not English and provide support and information in their preferred language.

    WORKING CONDITIONS

    Duties may occasionally require the immediate travel during regular work hours to hospitals, police stations, schools or crime scenes with law enforcement to establish victim contact. May involve exposure to victims who are in crisis as a result of emotional and / or physical trauma.

    WORK SCHEDULE

    This position is grant funded through the BJA FY23 Matthew Shepard and James Byrd, Jr. Hate Crimes Program grant. Continued employment is contingent upon ongoing grant funding.

    This position is included in the County’s alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off).  Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.

    Please Note : This position is designated as on-site / in-person. It is expected that the selected candidate will perform duties at the specified on-site work location.
