Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

The Behavioral Health Division provides licensure supervision to all regular status employees who have completed a Graduate degree in a behavioral science-related field (social work, counseling, clinical psychology, etc.), and is actively pursuing licensure in that field.
There may be options for loan forgiveness while working with a government/public agency with the Public Loan Forgiveness (PSLF) program.

Clackamas County’s Behavioral Health Division is excited to announce a unique opportunity for a Limited Term Mental Health Service Coordinator to join and support our partnership with the Gladstone Police Department. This role serves as a vital bridge between law enforcement and community mental health services, helping individuals in crisis connect with the resources they need. This is a limited term position estimated to last for a duration of two (2) years.
The Mental Health Service Coordinator in this role will work directly with the Gladstone Police Department to assist first responders who encounter individuals showing signs of mental illness and/or substance use disorders. The position will support outreach, de-escalation, care coordination, and follow-up services, ensuring that individuals and families receive timely and effective behavioral health support. This is a position offering a unique opportunity to make a meaningful impact through a collaborative law enforcement and behavioral health partnership. The goal is to reduce emergency service use and promote long-term engagement in care.
The most competitive applicants will have experience in community-based mental health and/or substance use disorder services, a solid foundation in clinical decision-making, and a collaborative approach to working with law enforcement and other community partners. Skills in outreach and engagement, crisis intervention, trauma-informed care, and culturally responsive services are highly valued. Required Minimum Qualifications/ Transferrable Skills:*
A Qualified Mental Health Associate (QMHA) means a person delivering services under the direct supervision of a Qualified Mental Health Profession (QMHP) and meeting the following minimum qualifications as authorized by the Local Mental Health Authority (LMHA):
This position works 40 hours during an alternate work week, Wednesday through Saturday, working 10-hour shifts four (4) days a week.
Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.

Required Minimum Qualifications/ Transferrable Skills:*
- Qualified Mental Health Associate (QMHA) or (QMHA- R) as established by the Mental Health and Addiction Counseling Board of Oregon (MHACBO) at the time of hire.
A Qualified Mental Health Associate (QMHA) means a person delivering services under the direct supervision of a Qualified Mental Health Profession (QMHP) and meeting the following minimum qualifications as authorized by the Local Mental Health Authority (LMHA):
- Bachelor's degree in a behavioral sciences field; or
- A combination of at least three (3) years relevant work, education, training or experience.
- Certification as a Certified Alcohol and Drug Counselor (CADC) I
- A minimum of three (3) years of related experience that would provide the required knowledge and skills to perform the responsibilities of this position.
- Must possess or obtain CPR/First Aid Certification within six (6) months of hire
- Experience, knowledge and commitment to serving a diverse population and promoting equity, diversity and inclusion
- Bilingual English/Spanish
- Certification as a Certified Alcohol and Drug Counselor (CADC) II or III
- Knowledge of mental health, substance abuse, legal, medical, social, and housing resources in the community
- Experience working collaboratively with law enforcement, community partners, collateral service providers, and co-workers
- Must pass post-offer, pre-employment drug test. Learn more about the County's drug testing policy
- Must pass a criminal history investigation and a criminal justice information services (CJIS) clearance. These checks may include the requirement for a State or National fingerprint records check and/or thorough Statement of Personal History.
- Driving is necessary for County business. For position(s) with occasional/incidental driving, incumbents must possess a valid driver's license. Accommodation requests for an acceptable alternative method of transportation will be reviewed on an individual basis in compliance with State and Federal legislation. - Provides urgent and ad hoc outreach assessments, de-escalation, care coordination, and case management services as needed for individuals as requested by the Gladstone Police Department. Contacts will be made in the community, face-to-face, when in-person contact is safe and appropriate. Coordinates and ensures follow-up services with appropriate agencies.
- Conducts care coordination, case management, and consultation via telephone.
- Document all contacts per division guidelines. Compile statistics and assist with reporting requirements as directed.
- Attend meetings, assist with providing training to the City of Gladstone and community partners as requested.
- Works to establish proactive relationships with individuals and organizations in the area to reduce unnecessary use of emergency services and improve client access to services.
