Pay And Benefits

Annual Pay Range: $50,222.70 - $63,454.30

Hourly Pay Range: $24.145530 - $30.506877

  • Bilingual skills are compensated at an additional 5% of base pay.

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS

Clackamas County Health, Housing and Human Services (H3S) – Public Health, is looking to fill an Office Specialist 2 position in our Access to Preventive Health (APH) Program. This position requires candidates be fluent in both English and Spanish. The Clackamas County Access to Preventive Health (APH) Program centers access and reduces barriers to care across our three maternal, child, and family health direct service programs. These services include Women, Infants, and Children (WIC), Nurse Home Visiting (NHV), and Maternal Child Health (MCH) Navigation. The APH Program promotes community health through building partnerships, connecting systems, and providing services to improve immunization rates, reproductive health, and maternal and childhood health outcomes and nutrition.

The APH team is looking for a customer service-oriented administrative professional to perform complex technical support and clerical activities, both in-person and virtually. The Office Specialist 2 role will primarily conduct screening of client needs to determine applicant eligibility for a broad variety of public assistance and social services, including WIC, NHV, and MCH Navigation. This role will require critical thinking skills, independent judgment, and discretion to provide information and assistance to the public.

The ideal candidate in this position will need to be a strong communicator, have experience serving diverse populations, the ability to cultivate and maintain positive, collaborative relationships, and be client-focused by demonstrating the commitment to fulfilling client needs. This candidate should possess a mix of both technical and soft skills, demonstrating effectiveness in prioritization and self-management of daily tasks.

Required Minimum Qualifications/ Transferrable Skills:*

  • A minimum of two (2) years of related experience that would provide the required knowledge and skills to perform the responsibilities of this position.
  • Bilingual fluency in both English and Spanish. (Please note: Language fluency means being capable of using a language easily and accurately. Being "bilingual" means using or able to use two languages with equal fluency.)
  • Data entry experience.
  • Strong verbal, written, and interpersonal communication skills.
  • Ability to cultivate and maintain collaborative working relationships.

Preferred Special Qualifications/ Transferrable Skills:*

  • Proficient in Microsoft Office including previous experience with Sharepoint, Teams and Excel.
  • Experience using an electronic health record such as EPIC and/or online state databases and software such as TWIST (WIC data system) or THEO (Nurse Home-Visiting data system).
  • Three or more years of experience in an administrative office support or clerical role.
  • Experience related to healthcare, Women Infants and Children Program (WIC), Public Health, or Social Services.

TYPICAL TASKS

Duties may include but are not limited to the following:

  • Provides in-person and virtual high-quality customer service experience to the general public and clients such as families with young children, pregnant people, and families with children with special health needs. Receives, transfers or refers calls, text messages, and email communication to appropriate sources; provides complex or technical information which requires the interpretation of office or program policies, procedures, and services in order to facilitate office operations or assist the general public.
  • Conducts screening of client needs to determine applicant eligibility for a broad variety of public assistance and social services; schedules appointments for clients with appropriate staff member(s); directs individuals to appropriate staff; checks in and processes clients in preparation for appointments; makes outgoing calls related to services or appointments; processes transactions, computes or verifies data, insurance status, or payments; determines when to refer members of public or clients with varying temperaments to appropriate staff member(s) for assistance.
  • Processes and enters technical materials simultaneously across multiple platforms such as Microsoft Office Suite, Electronic Health Record, and other web-based platforms to provide complex technical support to both clients and staff; examines and processes materials such as legal forms, formal documents and records where specific procedural requirements are complex, and where accuracy and effectiveness are critical; interprets data for proper input to program formats; determines necessary changes to data gathered or entered; may perform duties or functions of a sensitive or confidential nature.
  • Independently and proactively consults with program and office staff to establish and revise clerical systems, files and recordkeeping procedures to meet specific program needs; presents and/or interprets information to supervisor or staff if necessary.
  • Composes routine correspondence and edits document for languages other than English when applicable; proofreads/edits correspondence for grammar, clarity, punctuation and spelling without altering author's intent; updates and maintains spreadsheets, databases,

and reports; tracks and logs data for the department, division, and or employees; returns documents to originating person for editing or approval.

  • Maintains both in-person and virtual filing and record systems with a variety of subject matter to provide easy access to records and information; provides retention of records as needed and/or requested; assists with record requests as needed; consults with supervisor as to nature of data requested.
  • Monitors and documents information and data both in-person and virtually in accordance with program requirements; posts records and makes adjustments or corrections to records as needed; maintains data and fiscal information for budgeting and billing purposes; examines and edits data for completeness and accuracy; corrects errors in math related to calculating income and eligibility status, names, addresses, and other input data; interprets data for proper input to program formats; proofreads reports to verify accuracy of input.
  • May interpret program procedures and guidelines, facilitate operations, and/or assist in the training of staff when working with public, clients, and other departmental personnel or staff of other businesses.
  • Effectively operates complex equipment and office machinery in the office; provides office equipment assistance and support to staff as needed.
  • In consultation with supervisor, monitors and prioritizes projects and assignments; makes work assignments, trains staff related to duties in assigned areas, checks completed work and provides backup support to staff and/or Administrative Specialist when needed; provides assistance scheduling and setting up conference rooms for meetings or events when needed; reports operating problems to supervisor.
  • Regularly participates in job-related trainings to support the broader functions of APH, Public Health, and Clackamas County.

Required Knowledge And Skills

Considerable knowledge of: Accepted office practices, procedures and techniques; Basic English composition, spelling, grammar and punctuation; arithmetic, clerical/accounting principles and processes.

Some knowledge of: Concepts and techniques of prioritizing, organizing work; applicable program policies and procedures and/or rules, regulations and statutes depending upon assignment of duties and responsibilities.

Working knowledge of: Office equipment, including computers and software programs and their functions/capabilities.

Skill to: Independently, accurately and effectively perform assigned tasks and duties following established procedures and program policies; establish and maintain effective working relationships with the public, staff, clients, and other personnel of other businesses in a courteous, professional manner; communicate effectively, both orally and in writing; effectively accomplish a variety of duties with competing priorities; apply related principles, policies and procedures to specific work assignments; skillfully operate office equipment and computer software; type at a speed necessary for successful job performance; teach other staff particular work assignments and the operation of office equipment.

WORK SCHEDULE

This position works 40 hours during a standard workweek of Monday through Friday. Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.

This position is eligible for hybrid on-site/telework subject to the Clackamas County Teleworking Policy and based on the Department’s business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.
