The Communications and Marketing Officer is an exempt management position and is responsible for the comprehensive management of public information, marketing, and internal and external communication programs for Clackamas Fire District. This position oversees program development, resource application, and accountability to ensure effective communication and marketing efforts. The Communications and Marketing Officer directs and manages the interaction between the Fire District and the public, fostering positive relationships and ensuring transparency. Key activities include the development and execution of communication and marketing strategies, maintaining and enhancing the District's public image, and providing timely and accurate information to the community. This role interfaces with media outlets, writes, edits, and approves press releases, manages social media content and messaging, and represents the Fire District at community events. Responsibilities include executing a wide range of complex duties with significant potential to impact the Fire District's budget, reputation, image, and operational effectiveness.

May be assigned to supervise programs or provide instructional and advisory direction to Fire District staff. Oversees the delivery of public information, internal and external communication / messaging and marketing strategies.Duties and Responsibilities

The Communications and Marketing Officer's essential functions do not include combating or preventing fires.

Provides guidance and oversight of the strategic direction of projects and programs that impact the District's public relations, marketing, government affairs, and internal and external communications.Provides guidance and oversight of the development of the District's communication plan both internally and externally.Advises the Fire Chief and Command and General Staff on communications plan.Provides guidance and oversight of District outreach plans for topics that may generate strong public opinions.Participates with the Fire Chief in managing the strategy of District messaging.Manages activities for the Fire District that promote fire and life safety and general information to the public by means of press releases, social media, print media, PSA (public service announcements), programs, and presentations of various kinds. Coordinates with the Community Services Division Chief over station tours and public education campaigns, open houses.Keeps accurate records of activities; prepares reports, news releases of various kinds, and assists with annual reporting.Coordinates and manages the collection of information from within the Fire District that is necessary to provide an internal / external-departmental newsletter, oversees the creation and distribution of the newsletter on a regular basis.Provides guidance and oversight of public relations throughout the Fire District.Provides guidance, assistance and coordination with the Community Services division in public education for the Fire District through the Community Services Division Chief and assigned staff.Provides guidance and messaging emergency preparedness and community resilience, for the Fire District in coordination with the Community Resilience Officer.May report to incident commander on incidents, coordinates and assists in the preparation of media activities by obtaining and releasing correct and factual information relating to Fire District activities and operations.Attends schools, classes and other meetings to keep abreast of new techniques and procedures developed to improve and promote public relations.Coordinates with the Community Services Division Chief to help organize community event activities for the Fire District, utilizing career and volunteer personnel.Promotes positive on-going relationships with local governments, civic groups and other regularly attended community group meetings.Serves as the lead Public Information Officer (PIO) during normal working hours and may also be called upon to represent the Fire District in after-hours events; ensures an after-hours PIO response; provides training to those employees who are approved to serve as on-scene PIO's.Maintains a positive relationship with media outlets and be reasonably responsive to their needs by returning requests for information via phone calls, pages and emails.Serves as or appoints and oversees the Master of Ceremonies at all Fire District related events including but not limited to the Annual Awards Banquet, promotional events, retirement events, swearing in ceremonies.Leads in the facilitation of internal and external communications.Maintains a public and media presence for the Fire District on matters beyond just emergency incidents.Develops and distributes Fire District message to the community and public through a variety of methods. Develop and implement strategic communication and marketing plans that align with the Fire District's goals and objectives.Serves as the primary liaison between the Fire District and media outlets, ensuring accurate and effective messaging.Writes, edits, reviews, and approves public-facing content, including press releases, website updates, newsletters, and social media posts.Manages the District's social media presence, ensuring consistent and appropriate messaging across platforms.Attends community events as a representative of the Fire District, promoting its mission and services.Monitors public sentiment and media coverage, providing analysis and recommendations to the Fire Chief and Command and General Staff.Coordinates crisis communications applications, programs, public alerting in disasters, and serve as a spokesperson during emergencies or significant incidents.Fosters strong relationships with internal stakeholders to ensure consistent messaging and support internal communication efforts.Prepares and submits annual budgets. Manage communication-related budgets and resources efficiently, ensuring accountability and cost-effectiveness.Provides training and guidance to staff on media relations and communication best practices.Evaluates the effectiveness of communication and marketing programs, making data-driven recommendations for improvement.Emergency Callback : May be required to work outside of regular hours or be recalled from non-protected leave on short notice to support critical district activities.
