Our client, a public utility company, is launching a strategic initiative to develop learner personas that will inform and tailor learning paths across the organization. This effort supports a broader talent development strategy by ensuring that training and learning solutions align with the unique needs of different role types—particularly people leaders. They are seeking a skilled Learning Strategy Consultant to lead the identification of audience segments, conduct qualitative research and interviews, analyze data, and develop a set of learner personas. This work is essential to delivering effective, role-based development programs that enhance performance and engagement. Key Responsibilities:
Start Date: Late April or early May 2025
Duration: 16 – 20 weeks
Hours: Flexible
Location: partially onsite in Seattle
The pay range is $70 to $75 per hour on an independent contractor basis and is determined by a number of factors, including but not limited to skill set, depth of experience, relevant education, certifications, and specific work location.

- Discovery Phase:
- Partner with stakeholders to understand project goals and organizational context.
- Define audience segments (buckets) within the “people leader” population.
- Identify target individuals for interviews across three core audiences.
- Research & Analysis:
- Conduct in-depth interviews with three distinct employee groups:
- Front-Line Leaders (onsite, including utility plants and field locations)
- Engineers
- Senior Leaders and Managers
- Analyze interview data and identify key themes, needs, and learning preferences.
- Conduct in-depth interviews with three distinct employee groups:
- Persona Development:
- Synthesize findings into three robust learner personas—one for each target group.
- Present insights and personas to stakeholders with recommendations for application in future learning strategies.
- Proven experience developing learner personas as part of broader learning strategy initiatives.
- Strong background in instructional design, L&D consulting, or organizational development.
- Excellent qualitative research and interview skills, with the ability to engage audiences ranging from field workers to executives.
- Preferred: Prior experience working with utilities or government clients (either FTE roles or consulting).
- Comfortable conducting interviews in a variety of environments, including plant/field settings.
- Proficiency with Microsoft Suite (Teams, Word, Excel, PowerPoint).
- Consultant must provide their own laptop. No additional tool licenses required.
- Use of AI tools is permitted, though not required.
- A strategic thinker who brings ideas, not just execution.
- Proactive communicator who shares regular updates and seeks clarity when needed.
- Adaptable and personable—able to build rapport across different roles and work environments.
- Comfortable working independently with minimal oversight.
