WORK SCHEDULE: 7:00 a.m. - 3:30 p.m. M-F

Incumbent serves as Hwy Superintendent for the Clark County Highway Department, primarily responsible for providing technical support and overseeing day-to-day operations of personnel in the maintenance of County roads, bridges, and rights-of-ways. And coordinating paving and roadway work throughout the County.


DUTIES:


Supervises and directs personnel, including planning, scheduling, and coordinating work assignments, ensuring timely completion of work, conducting job performance evaluations, developing appropriate work improvement plans, providing corrective instruction, reviewing time sheets and assisting with the implementation of disciplinary procedures as necessary. Overseeing all maintenance operations related to the 403 and New Washington facilities. Coordinating paving and roadway work throughout the County



Coordinate and prioritize calls from work crews, County personnel and public calls to assess potential road maintenance issues and directs appropriate Highway crews or other personnel as needed to address the situation. Receives, investigates, and responds to inquiries, request, and complaints from the public regarding condition and maintenance of County roads, bridges, and rights-of-ways and services, including inspecting problem sites and initiating corrective actions on valid complaints.


Assists with the preparation of various reports such as road plans, equipment plans, annual operation report data, and the development of year end Highway Department statistics. Prepares Work Place Incident reports as needed.


Conducts Work Safety Meetings on a weekly basis. Serves as Safety Coordinator. Serves on-call and responds to emergencies on a 24-hour basis.


Must be certified Class A and B through the state for underground storage tanks. Ensure others are properly certified.


Performs Bi-Annual site inspections of the 403 Garage and the New Washington Garage for the IDEM compliance report.


Hold title/responsibilities associated with the Subdivision Compliance Officer, including appropriate follow-up.


Conduct and track Random Drug Screening and Confidentiality associated with Drug Screening.



Performs related duties as assigned.


SKILLS AND KNOWLEDGE

High school diploma or GED.

Must be at least 21 years old

Ability to meet all County hiring requirements, including passage of a medical exam, driver license background check and a drug test.

Working knowledge of and ability to make a practical application of Highway Department safety policies and procedures and applicable OSHA safety policies and procedures. Hold OSHA 10 hour general industry safety and health trainings.

Ability to effectively communicate orally and in writing with co-workers, other County departments, and the public, including being sensitive to professional ethics, gender, cultural diversities and disabilities.

Working knowledge of County areas and applicable state and local codes and terminology, with ability to accurately read, interpret, and use land documents such as legal descriptions, deeds, engineered drawings, aerial photos, and various maps, to identify locations of potential problem areas and contacting appropriate personnel to maintain and ensure the safety of the public in areas throughout the County.

Provides day-to-day supervision of Highway District crews. Assists in prioritizing and assigning work tasks for various road projects throughout the County.

Ability to supervise personnel, including planning, scheduling, and coordinating work assignments, ensuring timely completion of work, conducting job performance evaluations, developing appropriate work improvement plans, providing corrective instruction, and assisting with disciplinary procedures as necessary.

Working knowledge of standard English grammar, spelling and punctuation, and ability to prepare detailed written reports as required.

Knowledge of basic filing system and ability to maintain accurate and complete department files and records, both physical files and electronic files.

Ability to comply with all employer and department policies and work rules, including but not limited to attendance, safety, drug-free workplace, and personal conduct.

Ability to competently serve the public with diplomacy and respect, including occasional encounters with irrational/hostile persons.

Ability to physically perform assigned duties, including standing/walking for long periods, driving, walking on rough terrain, working in cramped/awkward positions, lifting/carrying objects weighing in excess of 50 pounds, pushing/pulling objects, crouching/kneeling, bending, reaching, close and far vision, color and depth perception, hearing mechanical sounds, and handling/grasping/fingering objects.

Ability to understand, memorize and retain and carry out oral, and written instructions and present findings in oral and/or written form.

Ability to effectively communicate orally and in writing with supervisors, subordinate employees, other County departments, vendors, contractors, and general public while being sensitive to professional ethics, gender, cultural diversities, and disabilities.

Ability to operate standard office and department equipment including computers, calculators, traffic counters, and other equipment as necessary.

Ability to compare or observe similarities and differences in data, and evaluate, observe, diagnose or investigate.

Ability to work alone with minimum supervision and with others in a team environment, often amidst frequent distractions, interruptions, and time constraints. And ability to work with minimal supervision and with others in a team environment.

Ability to work strenuously for extended periods and work on several tasks as the same time.

Ability to apply knowledge of people and locations, plan/layout assigned work projects, and complete and maintain accurate records of maintenance/repair activity.

Ability to read/interpret retailed prints, sketches, specifications, technical manuals, instruments, gauges, and dials. Ability to use mathematics.

Ability to work on several tasks at the same time and work rapidly for long periods, often times under pressure.

Ability to occasionally work extended hours, evenings and/or weekends or holidays during emergency situations.

Ability to respond to an emergency from and off-duty status.

Possession of a valid CDL (Class A or B) Indiana driver's license and demonstrate a safe driving record, and ability to be insurable to drive assigned vehicles under the County's insurance policy.

Ability to perform duties of Highway Superintendent in his/her absence.


RESPONSIBILITY

Incumbent performs duties according to general instructions from Highway Superintendent and/or County Engineer. Incumbent performs a wide variety of duties, operating within general guidelines and rules. Incumbent maintains departmental policies, procedures, and performance standards and exercise discretion and independent judgement in selecting the appropriate guidelines and/or rules to apply to specific cases or circumstances. On rare occasions, decisions are made in the absence of specific policies and procedures, and/or guidance from supervisor.

Incumbent reports directly to the County Engineer.


PHYSICAL EFFORT

Incumbent's duties involve sitting/walking/standing for long periods of time. Carrying objects weighing 25-50 pounds, pushing/pulling objects, reaching, bending, keyboarding, close/far vision. Color perception, depth perception, speaking clearly, hearing sounds/communication, and handling objects.


WORKING CONDITIONS

Incumbent performs majority of duties in a standard office environment and/or outdoors involving, working in hot or cold temperatures, working in wet/icy surroundings, working near fumes, odors, dust, dirt, and working in a noisy environment.

Incumbent occasionally works extended hours, evenings, and/or weekends. Incumbent occasionally responds to emergencies on a 24-hour basis.
