Purpose of Position:
This position performs human resources work in the areas of employee relations support, job analysis and description review and development, equal opportunity and civil rights compliance, human resources research and analysis, confidential document review and recommendation; preparation, review, and analyses of countywide personnel policy and procedures; and investigation of discrimination and harassment complaints. assists and advises managers about Human Resources issues.
Minimum Training and Experience Required to Perform Essential Job Functions
Bachelor’s degree in Business Administration, Psychology, or Human Resources Management or a related field. Three (3) years of work experience in Human Resources Management. Experience working with employee development, training, discipline, performance evaluation, conducting internal investigations, Equal Employment Opportunity and Affirmative Action programs. Training and experience using a personal computer with a variety of software including Microsoft Office.
Desired: Experience with HRIS systems and benefits administration. Experience in public sector of human resource management. Knowledge of local government practices and procedures. Professional in Human Resources (PHR), Senior Professional in Human Resources (SPHR), SHRM Certified Professional (SHRM- CP), or SHRM Senior Certified Professional (SHRM-SCP) certification.
Appointment will be conditional upon successful completion of a criminal background check. Any combination of education and experience will be considered.
Primary Responsibilities (Illustrative Only):
The following duties are primarily performed and are essential for this position. Employees are expected to be able to perform each of these job duties satisfactorily and successfully to be qualified for the position. Other duties may be required and assigned.
· Assist the Personnel Manager in review of county employee policies to ensure compliance with state laws, federal regulations, etc. and makes necessary revisions. Develops and recommends new policies as necessitated by changes in law or rules and regulations.
o Plans, organizes, and conducts policy and procedure training programs.
o Assists employees and management with the interpretation and correct application of County policies, procedures, and programs while exercising the highest degree of confidentiality and professionalism.
Provides advice and assistance on policies, procedures, and legislation to employees, supervisors, department heads, elected officials, and the general public.
o Conducts studies and provides assistance on compliance with laws, rules and regulations, including Americans with Disabilities Act Amendments Act (ADAAA), Fair Labor Standards Act (FLSA), and other employment laws.
o Provides advice, technical assistance, and counseling on a wide range of complex human resources issues.
o Consults on issues related to workplace relations and performance management. Assists managers in determining appropriate course of action.
o Performs internal investigations into matters such as harassment, discrimination, or other violations of employment law and/or employee misconduct.
· Develops, revises, and implements the County's Equal Employment Opportunity (EEO) program, including the Affirmative Action and Civil Rights Compliance Plans.
o Reviews, compiles, and analyzes statistical data pertaining to human resource actions and their effect on the program and prepares Affirmative Action, Civil Rights Compliance, and EEO-4 reports.
· Delivers training sessions on various human resources policies, procedures, and processes .
· Maintains expertise in Human Resources issues through participation in educational opportunities, meetings, conferences, and seminars.
· Represents department at various committees and work groups.
· Adheres to the confidentiality standards of the Privacy Act of 1974, {U.S.C. § 552a}.
· Performs other related duties as assigned.
