ENVIRONMENTAL SPECIALIST

The Clark County Parks and Recreation Department is seeking candidates to apply for the Environmental Specialist position at the Wetlands Park. As a member of our team, you will design and implement various land management projects, direct volunteer stewardship activities, manage contracts and provide interpretive programming. The ideal candidate will be knowledgeable of natural resource management, have an understanding of federal or state environmental and land use laws, experience managing teams including volunteers and have good computer and organization skills. This position will be primarily part of the Land Management Team but also be an active member of the Nature Center Operations team. Candidate will report directly to the Park Administrator. 

This examination will establish an Open Competitive Eligibility list to fill current and/or future vacancies that may occur within the next six (6) months or may be extended as needed by Human Resources.

Education and Experience: Bachelor's Degree in Environmental Science, Biology, Planning, Business or Public Administration or a closely related field and two (2) years of full-time professional experience in performing environmental and natural resource management analyses and studies or similar analyses and studies. Full-time administrative experience in a field related to the work may be substituted for the degree on a year-for-year basis to a maximum of two (2) years. An appropriate advanced degree is desirable.

Working Conditions: Attend meetings outside of normal working hours. Requires travel by automobile to various locations throughout the County. May conduct site visits out of doors in varying weather conditions.

Licensing and Certification: Specified positions may require possession of a valid Nevada Class C Driver's License at time of appointment.

Background Investigation: Employment is contingent upon successful completion of a background investigation. Periodically after employment background investigations may be conducted.

Pre-Employment Drug Testing: Employment is contingent upon the results of a pre-employment drug examination.
  • Performs tasks directly related to regulatory compliance and permitting associated with the Endangered Species Act, the Clean Air Act, the Clean Water Act, and other applicable regulations.
  • Plans, oversees, reviews, and evaluates the work of professional service consultants and ensures that project and program goals and objectives are achieved.
  • Performs full range of project management work, including the development of scopes of work for complex and technical nature resource related projects, including request for proposal (RFP) development, contractor selection, budget and schedule preparation and negotiation, and tracking of scope, schedule and budget compliance.
  • Performs site visits.
  • Negotiates and administers contracts for professional services relating to property acquisition and management.
  • Serves on, and may provide staff support to, a variety of committees and task forces related to the projects or programs to which assigned.
  • Coordinate with federal, state, and local governments, private contractors and nonprofit organizations on conservation related projects.
  • Confers with and represents the department and the County in meetings with staff from other departments, representatives of governmental, community, business, professional and public agencies and the public.
  • Reviews and evaluates land and resource management plans, biological studies, and other technical environmental documents, and provides recommendations.
  • Plans and organizes administrative, operational, budgetary, environmental or other studies related to the activities or operational area to which assigned.
  • Determines analytical techniques and data gathering processes and obtains required information for analysis.

  • Analyzes alternatives and makes recommendations regarding such matters as team improvement and productivity alternatives, project and program budget development and administration, project related staffing and facilities, and policy and procedure development and implementation.
  • Confers with management and operational staff and assists in implementing changes resulting from such studies and analyses.
  • Works with the general public by providing information and education on environmental and natural resource issues.
  • Assists with and performs specific management support activities such as coordinating and preparing Board agenda items, coordinating departmental budget and administration, reviewing and assessing proposed legislation, coordinating the development of departmental automated systems and representing the department head and others as specified.
  • Prepares and presents presentations.
  • Maintains accurate records and files related to the areas of assignment.
  • Prepares a variety of technical, statistical and narrative reports, correspondence and other written materials.
  • Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a work team.
  • Prepares and submits reports to various regulatory agencies, funding sources and other organizations.
  • May direct the work of professional, technical or office support staff on a project or day to day basis.
  • Uses standard office equipment including a computer, in the course of the work.
  • May drive a County or personal motor vehicle or be able to arrange for appropriate transportation in order to attend off-site meetings and visit various work sites.
