The Prosecutor's Office has an opening for a Program Assistant position to assist with Public Records Act requests. The Program Assistant works independently to perform a variety of advanced administrative tasks requiring project / task planning, design, recommendation, implementation and daily administration in the response to requests for records in accordance with the Washington Public Records Act. Discretion and judgment are required to accomplish work objectives. The incumbent triages, assigns, and processes public records requests for the Prosecutor's Office, including review, analysis, and redaction of body-worn camera videos. The Program Assistant monitors and coordinates the collection and organization of responsive documents. The incumbent is required to maintain and update current knowledge of public disclosure requirements and legislation changes.
Qualifications
Education and Experience :
Program Assistant positions typically require a job-related degree or experience related to the specialized area. Depending on area of assignment, a degree may substitute for some or all of the required experience.
The ideal candidate will have the following :
- One or more years of experience in responding to public agency records requests.
- Knowledge of and the ability to interpret the Washington State Public Records Act, RCW 42.56 and other statutes which govern confidentiality of records.
- Ability to understand and apply the legal statutes governing the Records Management Act, RCW 40.14, and determine appropriate records retention schedules.
- Knowledge of government transparency principles.
- Experience with electronic records or public disclosure tracking systems are preferred.
- Experience with video editing software desirable.
- Advanced proficiency with personal computers and specifically with Microsoft Office applications, including Word, Excel and Outlook.
- Ability to function effectively in a fast-paced, demanding and stressful environment.
- Ability to communicate effectively and professionally, both verbally and in writing.
- Ability to maintain confidentiality of sensitive materials. This position will be regularly exposed to graphic depictions of violent crimes, including crimes against children.
- Strong attention to detail.
Any combination of education, training, and experience that would provide the required knowledge and ability to perform the essential duties of the classification will be considered.
Knowledge of : Legal definitions and terminology; applicable computer applications / technology, principles and practices of public sector organization and some specifics relating to program operations; planning, scheduling, monitoring and problem solving; research techniques and data analysis; application of county, state and federal laws and regulations pertaining to privacy, confidentiality, and disclosure of public records, including law enforcement body worn camera videos; departmental policies and procedures, trends and practices within the specialized area.
Ability to : Effectively coordinate projects; carry out policy directives of management in an effective and timely manner; establish and maintain effective working relationships with the public, other governmental jurisdictions, contractors, and other County staff; communicate and express ideas effectively, orally and in writing.

Retirement Information
All Clark County employees must participate in a WASHINGTON STATE RETIREMENT SYSTEM PLAN (PERS, PSERS or LEOFF).Employee contributions begin the first day of work. Current contribution rates vary by plan but could range from 5% to 15% of gross pay, depending on the plan choice.
