The Prosecutor's Office has an opening for a Program Assistant position to assist with Public Records Act requests. The Program Assistant works independently to perform a variety of advanced administrative tasks requiring project / task planning, design, recommendation, implementation and daily administration in the response to requests for records in accordance with the Washington Public Records Act. Discretion and judgment are required to accomplish work objectives. The incumbent triages, assigns, and processes public records requests for the Prosecutor's Office, including review, analysis, and redaction of body-worn camera videos. The Program Assistant monitors and coordinates the collection and organization of responsive documents. The incumbent is required to maintain and update current knowledge of public disclosure requirements and legislation changes.

Qualifications

Education and Experience :

Program Assistant positions typically require a job-related degree or experience related to the specialized area. Depending on area of assignment, a degree may substitute for some or all of the required experience.

The ideal candidate will have the following :

  • One or more years of experience in responding to public agency records requests.
  • Knowledge of and the ability to interpret the Washington State Public Records Act, RCW 42.56 and other statutes which govern confidentiality of records.
  • Ability to understand and apply the legal statutes governing the Records Management Act, RCW 40.14, and determine appropriate records retention schedules.
  • Knowledge of government transparency principles.
  • Experience with electronic records or public disclosure tracking systems are preferred.
  • Experience with video editing software desirable.
  • Advanced proficiency with personal computers and specifically with Microsoft Office applications, including Word, Excel and Outlook.
  • Ability to function effectively in a fast-paced, demanding and stressful environment.
  • Ability to communicate effectively and professionally, both verbally and in writing.
  • Ability to maintain confidentiality of sensitive materials. This position will be regularly exposed to graphic depictions of violent crimes, including crimes against children.
  • Strong attention to detail.

Any combination of education, training, and experience that would provide the required knowledge and ability to perform the essential duties of the classification will be considered.

Knowledge of : Legal definitions and terminology; applicable computer applications / technology, principles and practices of public sector organization and some specifics relating to program operations; planning, scheduling, monitoring and problem solving; research techniques and data analysis; application of county, state and federal laws and regulations pertaining to privacy, confidentiality, and disclosure of public records, including law enforcement body worn camera videos; departmental policies and procedures, trends and practices within the specialized area.

Ability to : Effectively coordinate projects; carry out policy directives of management in an effective and timely manner; establish and maintain effective working relationships with the public, other governmental jurisdictions, contractors, and other County staff; communicate and express ideas effectively, orally and in writing.

Examples of Duties

Duties may include but are not limited to the following :

  • In collaboration with the Program Coordinator and attorney supervisor, triage incoming public records requests and prioritize, route, assign and / or respond to requests based on complexity
  • Monitor receipt, response and routing of requests forwarded from Prosecutor's general delivery email inbox.
  • Create and provide detailed instructions to staff for production and completion of records requests.
  • Public disclosure request analysis, coordination, tracking, documenting and processing of requests; requests assigned to this position consist of the highest level of complexity and sensitive materials.
  • Review requests to determine which records are being requested, form, scope, size, where records may be located and / or who the internal holders may be, and estimate timeline and resources needed for completion. Seek clarification from requestor as necessary through professional communications.
  • Coordinate with other internal units / record holders as necessary to search for and collect responsive records. Provide analysis, technical assistance and guidance as needed to collectors. Coordinate resources such as media editing. Problem-solve and take action as necessary where problematic delays or roadblocks occur.
  • Monitor progress of internal searches, collection and deadlines to ensure response compliance, progress and request completion.
  • Document responses, progress, search efforts, clarifications, problematic delays or roadblocks and other pertinent information as necessary
  • Organize and analyze records for responsiveness, convert form of record as needed or required, analyze content for redaction or omission and compare to exemption allowance, consult record / subject experts and / or supervisor as needed, make redactions, document redactions and applicable exemptions on exemption log. Provide completed production, exemption log and correspondence to requestor. Archive appropriate copies. Update tracking system
  • Analyze and devise most efficient and organized methods of producing large volume of responsive records (i.e. produce records in installments until completion)
  • Exercise independent judgment and action through scope of training received on Public Records Act, Revised Code of Washington (RCW), Juvenile Justice Act, Attorney General's Model Rules, and Washington Administrative Codes (WAC) for effectiveness, reliability, accuracy and compliance when completing complex and voluminous record requests

    Retirement Information

    All Clark County employees must participate in a WASHINGTON STATE RETIREMENT SYSTEM PLAN (PERS, PSERS or LEOFF).Employee contributions begin the first day of work. Current contribution rates vary by plan but could range from 5% to 15% of gross pay, depending on the plan choice.
