Overall Purpose
The job of SPLOST Office and Budget Manager is done for the purpose / s of providing support to Facilities Planning and Construction department activities with specific responsibility for ensuring that overall fiscal policies, practices, and / or regulations meet compliance requirements; maintaining accurate account balances; evaluating feasibility of services within budget parameters; ensuring efficient use of financial resources; providing financial information, guidance, and recommendations to the department administration, Superintendent, Board, and / or regulatory agencies.

Essential Functions
- Analyzes financial information (contract and vendor pay applications; project budgets; contractor, architect, owner operations, and contingency funds, etc.) for the purpose of identifying potential budget variances, compiling statistical information, developing procedures, and conforming to established financial practices and regulatory requirements.
- Assists with a wide variety of Facility Planning and Construction budget projects (development of the department budget, monthly review, cash and expenditure projections, database development, annual budgets, grant reports, etc.) for the purpose of providing required guidance and support.
- Assists auditors for the purpose of providing requested supporting documentation, information on internal processes, and / or coordinating activities in support of the audit process.
- Collaborates with other administrative personnel and / or outside agencies (district personnel, other district personnel, community organizations, etc.) for the purpose of implementing and maintaining services and / or programs in accordance with established financial policies, practices, laws, and / or regulatory guidelines.
- Compiles statistical and financial data (bank reconciliations, project budgets, budget amendments, transfers, etc.) for the purpose of providing third-party reporting, developing budget recommendations, providing financial summaries to the Administrative Staff and School Board, and / or ensuring compliance with established guidelines.
- Coordinates with contractors / vendors and district accounting for the purpose of building resources and expanding program capabilities while ensuring financial accountability and accuracy.
- Coordinates Department meetings, in-service training, and workshops, etc. (scheduling, organization and support, meeting minutes, etc.) for the purpose of conveying and / or gathering information required to perform job functions.
- Develops reporting processes, procedures, and internal controls (fixed asset policy development, state regulations and requirements, etc.) for the purpose of maintaining the efficient flow of financial processes.
- Manages all requests for proposals and services for the Facilitates Planning and Construction department for the purpose of ensuring district compliance with established guidelines.
- Monitors expenditures against budget and / or a wide variety of account information (Facilities Planning and Construction Budget, GADOE capital outlay reimbursement, etc.) for the purpose of ensuring the accuracy of reported information, availability of funds, and compliance with established financial guidelines and program policies, practices, and regulatory requirements.
- Performs a variety of office duties (answering the phone, copying, faxing, sorting mail, typing, etc.) for the purpose of maintaining office efficiency, enhancing personnel productivity, and achieving objectives within the department.
- Prepares a wide variety of finance-related documents (department annual budget, budget amendments, transfers, reports, operating recommendations, requisitions for purchase orders, etc.) for the purpose of documenting activities, providing written reference, and / or conveying information.
- Provides technical expertise to administration regarding Facilities Planning, Construction budget issues, and related financial activities (project budgets entries into financial software, budget questions and concerns, contract change orders, etc.) for the purpose of conveying pertinent information regarding the organizations financial operations and ensuring compliance with established policies, practices, and regulatory requirements.
- Reconciles fiscal information and account balances for the purpose of verifying accuracy of information, maintaining accurate balances, and complying with accounting practices.
- Researches a wide variety of financial and administrative topics for the purpose of providing information and / or recommendations that impact the organizations operations.
- Responds to inquiries from a wide variety of internal and external sources (questions and concerns with Facilities Planning and Construction budget, etc.) for the purpose of providing information, direction, and / or appropriate referrals.

Requirements
High school diploma or GED equivalent
Experience in processing construction contracts and vendor purchase orders preferred
Experience in producing and maintaining financial reports preferred
Physical Requirements
The usual and customary methods of performing the job's functions require the following physical demands : some lifting, carrying, pushing, and / or pulling, some stooping, kneeling, crouching, and / or crawling and significant fine finger dexterity.
Generally the job requires 85% sitting, 10% walking, and 5% standing.
