Clatsop Behavioral Healthcare is seeking a full time Forensic Rapid Access Clinician. This position will provide services to adults with mental health issues currently or at risk of facing criminal charges. Many of these individuals will have entered the Aid & Assist process through the legal system, however, this position will also be involved with diversion efforts. The clinician will be responsible for an assigned caseload that may vary in size. This position will complete Assessments, Aid & Assist consults, Assessment Updates and Treatment Planning in keeping with agency standards. Clinician will provide primarily short-term therapy when indicated to assigned caseload and document all contacts in keeping with agency standards. All services to clients will be closely tied to the Treatment Plans. Clinician will be required to provide crisis services if needed or defer to the CBH Mobile Crisis Team; clinician is able to function as part of an inter-disciplinary team and possess flexibility to assist fellow team members to provide continuity and consistency of care to the agency’s clients. This position is based at the Rapid Access Center (RAC) in Astoria, and direct client services will also be provided in the community setting. At times this position may also include support of the other Rapid Access clinicians, and meeting with walk-in clients that are not officially involved in the Aid & Assist program.
Essential Duties and Responsibilities:
- Provides Aid & Assist consults as ordered by local court and delegated through CBH Crisis Services.
- Meets with individuals as they are ordered to engage with Community Restoration at the Rapid Access Center via the Courts.
- Provides assessments in Clatsop County Jail and/or other community locations for assigned clients, frequently as a part of the Aid & Assist or diversion process and obtains comprehensive information regarding the presenting problems.
- Assists the client in developing a meaningful Treatment Plan and provides services that are tied to the plan leading to the least restrictive setting for care.
- Provides in-person therapeutic services at the RAC, in jail, or in other community settings.
- Motivates clients toward diversion plan; this pertains to clients either already involved in the Aid & Assist process or a risk of further involvement with the legal system.
- Helps identify client’s natural support system and can work within that system as appropriate to facilitate client’s recovery.
- Knowledgeable of community resources; refers and facilitates, as appropriate, the client’s accessing of these supports.
- Provides case management and care coordination services as needed to assigned caseload.
- Collaborates with Court and jail staff to ensure best treatment plan for clients that may lead toward diversion or less restrictive settings.
- Provides outreach services as appropriate, with a focus on clients who may acquire criminal charges or otherwise become involved with the legal system.
- Consults and Coordinates services with other community partners such as: Developmental Disabilities, Primary Care Physicians, DHS, Senior & Disability Services, Courts, Oregon State Hospital, Community Action, Probation/Parole/Post Prison Supervision, Schools, etc.
- Responsible for obtaining Releases of Information to be able to consult and coordinate with other community agencies.
- Participates in regular team and agency meetings.
- Completes and maintains all clinical documents and client files, including legal paperwork and court orders, according to compliance standards with the State of Oregon Administrative Rules, Care Oregon, and Quality Assurance standards established at CBH.
- Will maintain productivity in keeping with agency expectations and standards. This includes timely termination and discharge of clients.
- Maintains client confidentiality and adheres to ethical standards of the profession.
- Participates in Investigations, Court hearings, and other legal proceedings as directed by agency and/or subpoenaed and maintains the required documentation for the same.
- Coordinate discharge planning with all treatment providers, including jail staff or Oregon State Hospital, as needed.
- The ability to remain flexible to the changing demands of a mental health and legal system and the needs of the agency.
- Supports the general RAC walk-in client overflow, and coordinates/communicates Aid & Assist needs across the Rapid Access team.
- Other duties as assigned.
- Master’s Degree in the Behavioral Sciences from an accredited university
- Credentialing as a QMHP required.
- Required to have and maintain an Oregon or Washington Driver's license and meet the agency's insurance carrier's insurance standards at the time of hire
